Summary The purpose of the position is to direct and perform all administrative functions that include administration, human resources management, budget and finance, management and program analysis, office support services, document control, logistics, and a variety of related administrative matters in support of a medical facility. The Administrative Officer (AO) reports directly to the Director, Environmental Management Service (EMS). Duties Major duties and responsibilities include (but are not limited to): Advises management officials, supervisors, and employees in the interpretation and application of a variety of human resources policies, practices, and procedures including staffing classification, employee relations, benefits, and related areas. The AO coordinates and/or plans work in terms of broad objectives and complex priorities and the AO accomplishes tasks independently and timely. The A/O monitors, evaluates and initiates corrective action on all Environmental Management Service organizational reports, policies, procedures, and ensures accuracy, formatting and meeting timelines. Provides oversight of all Equipment Inventory List (EIL) within the Service Line and ensures EMS conducts annual inventories, confirms responsible employees for the EIL's updates the EIL's annually. Incumbent holds others accountable for measurable high quality, timely, and cost-effective results by determining objectives, setting priorities, and delegating work. Exercises full supervisory line authority, which requires performance of a broad range of duties such as selecting, retaining and promoting staff; assigning, directing and reviewing work; establishing performance standards; reporting requirements; performance management; leave administration; resolving staff complaints and grievances; investigating instances of misconduct and initiating disciplinary and adverse actions; and identifying staff training and development needs. Incumbent develops the ability of others to perform and contribute to the organization by providing ongoing feedback and opportunities to learn through formal and informal methods. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Extensive knowledge of a full range of functional areas such as human resources, purchasing, supply and property management, records management, financial management and budget, and related administrative areas to ensure compliance with established policies, practices, procedures, and controls. Extensive knowledge of management analysis principles and concepts; a thorough knowledge of the medical facility mission, functions, goals, and objectives; organizational structure and individual program responsibilities; and relationships with agency organizations to conduct studies and evaluations regarding medical facility operations and activities. Ability to identify problems and potential problem areas based on daily observance or studies; analyze and measure the effectiveness, efficiency, and productivity of administrative programs; and develop written and oral recommendations for improvement. Knowledge of administrative concepts, principles, and practices sufficient to foresee problems and perform independent studies designed to evaluate procedures/processes. Develops and recommends ways to improve the effectiveness, efficiency, and timeliness of work operations. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D or or equivalent doctorates degree or 3 full years of graduate education leading to such a degree or LLM if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond 2 years of doctoral education.
