Supervisory Transportation Specialist (Chief, Report Development Division)

Summary This position is located in the Office of Highway Safety, Report Development Division at the National Transportation Safety Board (NTSB). This position serves as the Supervisory Transportation Specialist (Chief, Report Development Division) for the Office of Highway Safety (OHS). Duties As a Supervisory Transportation Specialist (Chief, Report Development Division), GS-2101-15, you will perform the following major duties: Exercises quality control for written documents that must be approved by the Board or signed by the Chairman and for other written products assigned by the Director. Reviews, evaluates, and rewrites products written by other staff members, as assigned by the Director, to ensure technical adequacy and adequacy of logic, organization, structure, coherence, support and style. Ensures through complete and comprehensive review of each report draft, that essential issues are identified, adequately addressed and that all findings and recommendations are supported by analysis. Oversees the technical and administrative procedures associated with conducting investigative hearings, forums and symposiums. Assists with the oversight of safety recommendation classification review and updates for Board review. Manages the personnel functions of the division, including recruitment of candidates for positions, development and implementation of training plans; execution of performance appraisals, performance awards, and ensuring a work environment that meets all equal employment opportunity (EEO) requirements. Qualifications To qualify for this position, you must meet one of the following Basic Requirements: Possess an Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Possess experience that demonstrates a knowledge of the transportation function(s) of the position to be filled. In addition, you must possess one year of specialized experience equivalent to the GS-14 level in the Federal Service managing the development and execution of written reports and other products related to accident investigations and/or designing and conducting studies of transportation safety; experience conducting research, analyzing evidence, and organizing technical information necessary to support investigative findings; experience organizing a major project such as a board meeting, hearing, symposium, forum; and must have applied that knowledge in a written report; and experience developing reports and documents that are clear to a variety of audiences including professionals, engineers, scientists and congressional staff and board members.
