Description Department: Housing Supervisor: Job Title: Housing Program Manager FLSA: Exempt

Position Overview

The Housing Program Manager is responsible for the overall management and operation of the organization’s housing counseling program, including existing program delivery, program development and expansion, staff leadership, regulatory and grant compliance, funding support, budget management, service quality, and required reporting. The Manager serves as the organization’s primary operational leader for the Housing function and is accountable for ensuring programs are effective, compliant, financially responsible, and aligned with organizational goals.

Essential Duties/responsibilities

  • Lead and manage the overall operation of the housing counseling program in accordance with HUD requirements, applicable regulations, grant requirements, and organizational policies.
  • Supervise, coach, develop, and manage housing program staff; establish performance expectations and monitor workloads, productivity, service quality, and outcomes.
  • Manage existing housing counseling services and evaluate community needs, funding opportunities, and HUD programs to identify and implement appropriate program enhancements or expansion.
  • Develop, implement, and maintain housing program policies, procedures, workflows, and operational processes.
  • Identify and pursue grant funding and other financial resources to support housing programs, including coordination of grant applications, implementation, deliverables, and reporting.
  • Develop and manage the Housing department budget and monitor program performance against approved financial and operational goals.
  • Ensure accurate and timely completion of all HUD, grant, funder, compliance, and internal reporting using prescribed systems and software.
  • Maintain appropriate documentation and records to support regulatory, grant, audit, and quality requirements.
  • Monitor program performance, service levels, compliance, client outcomes, and operational effectiveness and implement improvements as needed.
  • Maintain effective relationships with HUD, funders, community partners, and other housing-related organizations.
  • Serve as the primary internal resource for Housing program operations and provide regular updates and recommendations to the VP
  • Operations regarding program performance, staffing, funding, compliance, and service needs.
  • Collaborate with Finance, Compliance, Operations, and other departments to support organizational and program objectives.
  • Other duties as assigned by management. Requirements
  • 5+ years of progressively responsible experience in housing counseling, nonprofit housing programs, financial counseling, or a related field, including experience leading or managing a housing counseling function.
  • Demonstrated supervisory and staff-management experience.
  • Strong knowledge of HUD-approved housing counseling programs, applicable regulations, and agency requirements.
  • Demonstrated experience with grant-funded programs, including identifying funding opportunities, supporting or preparing grant applications, administering awards, and completing required reporting.
  • Experience developing and implementing housing programs, policies, procedures, workflows, and operational processes.
  • Demonstrated ability to understand financial and budgetary concepts, develop or manage departmental budgets, and monitor performance against established goals.
  • Experience monitoring program performance, compliance, service delivery, and client outcomes.
  • Demonstrated proficiency with housing counseling or program-management software.
  • Strong leadership, coaching, interpersonal, and relationship-building skills.
  • Strong written and verbal communication skills.
  • Proficiency with Microsoft Office, including Word, Excel, and PowerPoint.
  • Ability to work independently, exercise sound judgment, and collaborate effectively across departments.
  • Excellent organizational, analytical, and problem-solving skills. EDUCATION Preferred:
  • Bachelor’s degree in business, nonprofit management, public administration, housing, finance, or a related field preferred; equivalent relevant experience may be considered.
