Summary About the Position: This position is with the U.S. Army Research and Development Center (ERDC), Coastal & Hydraulic Laboratory (CHL). This position is being filled as a Program Specialist, DJ-0301-03 (GS 11/12). GS 11: $74,678 - $97,087 GS 12: $89,508 - $116,362 Duties

• Handle VISA supercard buying and procure goods through the Defense Logistics Agency (DLA)
• Prepare business requirements, procurement requests, and justification documents
• Give technical guidance to improve research program buying processes
• Act as a Contracting Officer Representative / Grants Officer Representative (COR/GOR) to track and approve modifications, funding, and timelines
• Monitor project plans, funding, and progress reports to keep projects on track
• Resolve questions about acquisition rules, correspondence, and purchasing processes

Qualification for Program Specialist, 301 Series: Specialized Experience: One year of specialized experience equivalent to the DJ-03 (GS 11) which includes 1) Managing various contract modifications to ensure compliance of award phases; 2) Formulating project plans in order to secure proper project funding; and 3) Analyzing and/or identifying discrepancies in procurement action requests. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service DJ-02 (GS-10). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Project Management (Note: You must attach a copy of your transcripts.) OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. This position is covered by the Science and Technology Laboratory Personnel Management Demonstration Project at the DJ-0301-03 (equivalent to GS-11/12). Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DJ-02, GS 10).
