Summary This position is assigned to the office of the Chief Nurse Executive (CNE) at the Washington DC Veterans Affairs Medical Center (DC VAMC). The incumbent supports the CNE and Executive Assistant (EA) in accomplishing the mission and goals of the medical center and nursing service. The incumbent provides program support to all of Nursing Services under the direction of the EA. Duties Major duties include, but are not limited to: OPERATIONS (45%) Responds to inquiries and problems brought to the CNE by members of the staff, the Patient Advocate's Office, Central Office, VISN 5, Veterans Services Organizations and other Federal Agencies. Incumbent may oversee contracts that support Nursing Service. This includes procuring supplemental staffing and information technology services in Nursing Service. Incumbent may conduct time and attendance duties when staffing levels in Nursing Service dictate the need for additional support in this area. CORRRESPONDENCE/CLERICAL (30%) Prepares/creates spreadsheets, charts, tables, and other reports which require a wide range of technical terminology using various software packages. Conduct studies, analyze findings, and make recommendations on substantive operating programs to contribute to the resolution of major program issues. Produces a variety of correspondence containing specialized information and terminology, recurring reports, charts, and statistical data utilizing various types of software including word processing, spreadsheet and database applications, file management and control, electronic mail, communications, and calendars in accordance with applicable regulations, business practices, and established guidelines. Maintains a system of safety and environmental controls that identifies and corrects problems of safety, accessibility, and sanitation and infection control and creates overall aesthetically pleasing environment for patients, employees and visitors. REPORTS/AUTOMATION (25%) Produces varied administrative reports, technical papers, correspondence or written documents which may require incumbent to integrate data from different software or other sources into a single document. Applies knowledge of the various types of information systems and/or software capabilities and functions to resolve problems with current automated support methods or to complete nonstandard assignments. Qualifications To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/07/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: customer service skills; providing guidance in administrative support within a medical setting; time keeping; providing information about administrative policy, procedures and guidelines; administering projects and programs; conducting qualitative and quantitative analysis; and skill at communicating and coordinating with a diverse population at different organizational levels OR Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., that demonstrate the knowledge, skills, and abilities necessary to do the work. You must have an combination of specialized experience and education beyond 1 year (18 semester hours) of graduate level education. Experience with timekeeping for a large unit. Demonstrated customer service skills. Physical Requirements: The majority of work is performed in an office setting which adequate light, heat and ventilation. Work is mostly sedentary, but requires some bending, walking, standing, lifting and carrying of light items such as reports to various areas of the Medical Center. Working at the computer for long periods of time and accessing information from the various computer systems is necessary. Typical office setting is subject to noise caused by multiple visits by staff, equipment and telephone interruptions when performing various functions on a daily basis.
