The primary purpose of this position is to: serve as the Administrative Officer, AFOSI Detachment 306, with comprehensive responsibility for personnel, comptroller, logistics, communications, security, computers, information services functions, and facilities. Duties Provides general administrative support and management services in non-technical areas of concern to the commander. Researches and compiles goals and objectives that integrate organization and mission support objectives. reviews policies, procedures, mission objectives, and organization design for the staff, as necessary, to eliminate support activity work problems or barriers to mission accomplishment, and implement quality improvements, or in response to concerns with regulatory compliance and/or customer requirements. Provides management oversight and supervision of all communications processes, computers, and information system programs in direct support of all detachment personnel. Maintains multiple networks, to include configuration management; database development and management; system security; user account management; printer and peripheral management; user access, connectivity, and monitoring of required network servers; and application software releases. Has primary responsibility for independently managing the unit's Operations and Maintenance funds budget to include validating and prioritizing the detachment's funding requirements. As required, seeks additional funding from other sources such as AFOSI Region or host MAJCOM. As the confidential/contingency funds custodian, independently develops the unit's Operations and Maintenance (O&M) budget including the confidential funds (C-Funds) requirements for fiscal year requirements with pecuniary responsibility for funds and administrative responsibility of maintaining an accurate account. Performs administrative review of all correspondence/documents for administration completeness and correctness. Provides guidance and assists Detachment employees with typical office information software applications. Establishes, develops, and maintains effective working relationships with 3 FIR staff, 436th Communications Squadron, 436th Mission Support Group (MSG), Comptroller, and Plans and Programs. Appointed as the unit plans representative on behalf of the Commander. Participates in special projects and initiatives and performs special assignments as directed. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes knowledge of the concepts, principles, practices, laws, regulations and policies of mission support multi-disciplines of the investigative services required to protect DoD personnel and assets worldwide. A high degree of analytical skill in identifying the means for, and the problems involved in, obtaining the financial and human resources needed to complete the mission. Knowledge of command structures, missions, and organizational relationships, plus a thorough understanding of the interrelationships between MAJCOMS, Services, DOD agencies, and combatant commands. Knowledge of personal computer equipment, internal computer processes, application and utility programs; a wide range of analytical and diagnostic methods, procedures, and principles to identify system failures, take corrective actions to resume normal operations, and implement procedures to allow for partial use until problems are resolved; the capabilities and limitations, peripheral equipment, word processing and other standard office automation software; web page maintenance; and DoD automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of personal computers in the unit. OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position. EDUCATION: Less than the full amount of specialized experience described in the job opportunity announcement; however, and have at least one year of progressively higher level graduate education, but have not obtained a master's or equivalent graduate degree. Requirement for General Schedule

Skills and Abilities
(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge and understanding of management principles, practices, methods and techniques and skill in integrating management services with the general management of a DoD organization; ability to develop resource management policy and provide an authoritative source of advice and assistance for region and field commanders in the practice of sound resource management practices. 2. Knowledge of personal computer capabilities and limitations, peripheral equipment, software configuration, and automated data processing and networking standards, policies, and techniques to provide a substantial range of technical support and assistance to users of networks and personal computers in the unit. 3. Knowledge of an extensive body of rules, procedures, policies, and processes covering the review, validation, and submission of a wide range of funds management and financial transactions under appropriated funds and reimbursable accounts to process and extract budgetary data from a variety of forms, documents, and reports. 4. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. Ability to analyze personnel records to extract pertinent information and to determine other leads necessary to obtain information. 5. Ability to communicate effectively, both orally and in writing, train users and provide assistance to joint service customers.
