Click to learn more: IRS Office of Chief Counsel Careers Site Meet Our People Learn about our Legal Divisions Duties As an Administrative Officer, you will: Supervise subordinate employees working in the functional areas of budget administration, procurement/supply administration, space/facility management, travel administration, personnel administration, management information systems, and automation in the field offices. Serve as staff advisor on all aspects of personnel and human resources program for designated Matrix Area and Counsel field offices, such as complex and sensitive issues in the staffing, classification, awards, employee relations, Equal Employment Opportunity training, and promotion programs. Establish and coordinate guidelines to implement personnel policy, standards, and overall requirements. Lead meetings and conferences pertaining to personnel issues for designated Matrix Area and Counsel field offices and act jointly with the supervisors and managers in reaching decisions which have Area-wide impact. Create methods and approaches for establishing and maintaining positive work relationships in order to foster teamwork and cooperation. Ensure sufficient office coverage and act as "Acting Office Manager" when the Office Manager is absent and necessary. Provide remote management and leadership when local management is not available. Formulate budget submissions; participate in establishing F&M Area Manager's budgetary and accounting systems; analyze and make recommendations to the Area Manager as to budget requests; employ budget analysis techniques including cost-benefit analysis, exploration of alternative methods of funding, and program tradeoffs. Manage all activities in space and facilities programs for designated Counsel field offices. Serve as the major resource in determining the most applicable communication systems, space layout, furniture, cabling set-up, etc. This is not an all-inclusive list. Your resume must clearly describe your relevant experience. To qualify for this position of Administrative Officer, you must meet the qualification requirements listed below by the closing of this announcement: For GS-13: Specialized Experience: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as: Experience supervising or leading employees to include assigning and monitoring work, training/mentoring employees and evaluating performance; AND Advising management on administrative operations such as facilities, personnel, and budget matters; AND Evaluating administrative functions and recommending improvements to increase efficiency and effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time in Grade Requirement for GS-13: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).
