CONTRACT SPECIALIST

Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. • You will provide assistance to technical specialists of the requesting program/project office in the preparation/development of contractually acceptable specifications, work statements, and quality assurance criteria.
• You will analyze the effects of industrial developments, seasonal price trends, and economic factors affecting supply and materials, transportation costs, and availability of storage facilities on agency requirements.
• You will determine the availability of potential vendors or develop strategies to obtain new vendors.
• You will develop and recommend the most suitable type of contract and incentive structure for use by the contracting officer.
• You will negotiate changes in price(s), terms and conditions, overhead rate agreements due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, changed site condition(s), etc.
• You will issue Contractor Discrepancy Reports (CDRs); investigate problems, disputes, labor violations; prepare impact statement; recommend a pre-negotiation settlement position to higher authority where warranted. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Conduct acquisition planning and contract pre-award and post-award functions to determine method of procurement and contract type, documenting acquisition strategy, and obtaining appropriate approvals; 2) Award contracts for procurements of extensive construction, architect-engineer services, facility support contracts, etc., supporting Small and Disadvantaged Business Programs whenever possible; 3) Administer contracts to include contract scope determinations, contract modifications, supplemental agreements, justifications, approval reviews/fair opportunity evaluations and claims disputes, and contract terminations; and 4) Interpret and apply relevant laws, regulations, policies, standards, or procedures to specific contracting issues. Education Applicants must meet the following Basic Education Requirement of the Department of Defense Qualification Standard for Contracting Positions: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees. NOTE: The education requirement listed above applies only to individuals entering DoD GS-1102 positions on or after October 1, 2000. Current civilian personnel in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement.
