Supervisory Supply Management Specialist (Assistant Chief Supply Chain Officer)

Summary The Assistant Chief Supply Chain Officer (ACSCO) serves as a senior logistics leader within the VA Medical Center, supporting the Veterans Health Administration's mission by integrating and managing supply chain operations across a complex healthcare system. Acting as the alter ego to the Chief Supply Chain Officer, the ACSCO is entrusted with full authority to direct logistics programs, administer resources, and ensure seamless delivery of patient care through effective supply chain management. Duties Key Responsibilities: Supply Chain Integration & Operations: Oversees and aligns acquisition, delivery, and management of supplies, equipment, and services. Standardizes business processes, establishes performance measures, and analyzes supply chain effectiveness. Integrates new technologies and implements supply/equipment requirements to support healthcare operations. Logistics Management: Directs all logistics functions including requirements determination, acquisition planning, purchasing, transportation, distribution, inventory management, and reconciliation of undelivered orders. Conducts audits, compliance reviews, and program effectiveness assessments to ensure adherence to laws, regulations, and best practices. Materiel Management & Control: Serves as the accountable officer for government property, overseeing inventory management, acquisition, warehousing, and property disposition. Ensures proper utilization, accountability, and readiness of equipment and supplies, including sensitive assets. Lifecycle & Acquisition Program Management: Leads lifecycle management of assets, strategic planning for procurement, and development of acquisition strategies. Coordinates with contracting offices to ensure integrated logistics and acquisition support, and manages multi-million-dollar budgets for supplies, equipment, and staff training. Emergency Management: Acts as Logistics Section Chief during emergencies, developing and executing facility-wide emergency logistics response plans to support disaster and contingency operations. Supervision & Leadership: Plans, organizes, and assigns work to subordinate supervisors and staff across logistics and property management divisions. Establishes performance standards, evaluates staff, resolves personnel issues, and promotes training and professional development. Stakeholder Engagement: Collaborates with clinicians, administrators, suppliers, and external partners to resolve logistical challenges and meet unique needs. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. Supervisory/Managerial Effectiveness You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: serving as a supply chain management leader, responsible for ensuring the logistical requirements of an organization are met; planning/coordinating and evaluating various operations to ensure the effectiveness and efficiency of supply chain operations. Areas of knowledge and skill should include acquisition management, purchasing, transportation, distribution, inventory management and control, expendable and non-expendable equipment, and warehouse operations; experience assisting with budget formulation and forecasting of expenditures. At this level, candidates should possess experience in leading and/or managing a group with a variety of occupations. NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
