Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS). As a Social Science Research Analyst, GS-0101-13, you will perform program and policy analyses of services provided by HHS programs. You will develop and use survey, market research, and statistical methodologies and techniques to conduct studies of assigned HHS programs. Duties
- Develop and conduct program and policy analyses to identify and understand the needs and preferences of HHS health and human services programs and the populations they serve.
- Plan, direct, and monitor activities involved in conducting surveys of program populations.
- Design, analyze, implement, and interpret studies regarding the influence of communications about disease and therapy.
- Serve as liaison with representatives of the health care and human services industry to obtain expert input and promote understanding of HHS program issues.
- Interpret data tabulations and graphs; identifies critical factors such as data limitations, biases, sampling errors, and inconsistencies. Qualifications

In order to qualify for the GS-13, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: (1) Lead research or data projects focused on Medicaid, Children's Health Insurance Program (CHIP), or similar program; (2) Apply qualitative or quantitative methods to analyze healthcare data for policy development, program evaluation, or compliance monitoring; AND (3) Create technical reports or data summaries to inform stakeholders on program policies. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: (1) Degree: behavioral or social science; or related disciplines appropriate to the position; OR (2) Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; OR (3) Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field.
