This position is part of the Government Integrated Print Services, Government Publishing Office in Washington, District of Columbia. Duties

• Directs, integrates, and evaluates production planning, scheduling, estimating, production systems, workflow management, production execution, quality assurance, and operational support functions to ensure accomplishment of strategic objectives.
• Ensures production requirements are effectively planned, scheduled, prioritized, executed, and completed in accordance with agency mission requirements, customer commitments, security requirements, quality standards, and statutory deadlines.
• Directs enterprise operational analyses involving production costs, labor utilization, equipment capacity, workload forecasting, production throughput, and organization performance.
• Performs the full range of management and supervisory work. Manages through subordinate supervisors to accomplish administrative and technical supervision of the work. Qualifications To qualify for the Production Systems and Planning Manager, PG-1654-15, you must meet the following requirements: Individual Occupational Requirement (IOR): Education: Undergraduate and graduate education with a major study in journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. -OR- Specialized Experience: Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition to the above IOR, to qualify for Production Systems and Planning Manager at the PG-15 grade level, applicants must possess one year of specialized experience that is equivalent to the PG-14 grade level in the Federal Service. Specialized experience includes: 1) Develop and apply operational strategies, integrates new Management Information System / Customer Relationship Management technologies and automations, and ensures secure, timely, high-quality publishing and distribution services. 2) Oversee the production process including planning, scheduling, estimating, workflow, production systems, daily operations, staffing, and overall performance to ensure smooth and efficient organizational output; and 3) Manage or supervise a workforce, including overseeing workload volume and evaluating employee performance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may be used to meet Individual Occupational Requirement (IOR) for this grade level, but it cannot be substituted for specialized experience. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.
