Supervisory Health System Specialist

Summary About the Position: As a Supervisory Health System Specialist at Walter Reed. You will act as the principal advisor to Command Leadership on clinical business planning, capacity management, and resource utilization. You will supervise a team of administrative and technical professionals, manage contractor relations, and analyze health system data to directly drive strategic healthcare delivery and access-to-care decisions across the regional network. This is a Direct Hire Solicitation Duties

• Serves as Supervisory Health System Specialist in a Medical Treatment Facility (MTF).
• Supervise administrative functions in support of a large subordinate element within an assigned Deputy Command. Administrative functions include personnel, budget, administration, and logistics.
• Oversee the mission to improve healthcare delivery processes for multiple departments within a MTF.
• Solve complex and unusual issues by conducting research and analysis as required to create a corrective action plan using reports, justifications, charts, graphs, statistical and narrative data to justify findings and recommendations.
• Advise organizational policy makers on the relevant technical and regulatory issues related to the Healthcare System.
• Identify problems with Healthcare System processes and recommend alternatives to improve processes, identifying and reporting any quality improvement issues.
• Monitor the Military Healthcare System (MHS) for trends, analysis, and comparisons, gather and interpret data, and make recommendations to the chain of command on findings that may affect productivity, access and quality of service.
• Collaborate with the Deputy Commanders, Assistant Deputy Commanders, Department Chiefs and other counterparts to negotiate, determine and/or coordinate work-related changes to improve the efficiency and effectiveness of health care delivery.
• Provide substantive management support in the areas of program cost analysis, annual and multi-year fiscal planning, and development of annual health promotion programs.
• Conduct cost-benefit and cost-effective analysis, and research existing methods of program evaluation for use in the development of resources and to implement counter measures to financial risk factors.
• Exercise full supervisory authority over professional, technical, and administrative staff supporting Business Decision Support services.
• Assign work to subordinates based on priorities, difficulty of assignments and the capabilities of employees.
• Develop and complete all special projects as assigned. Specialized Experience: One year of specialized experience which includes evaluating, advising on, and identifying problems with healthcare system processes, clinics, programs, or policies to improve care access, quality, productivity, and cost-effectiveness; collaborating with medical treatment facility leadership to implement process improvements and establish corrective action plans using analytical reports, charts, and narrative data; assisting with program cost analyses and budget planning/execution utilizing enterprise financial systems such as the General Fund Enterprise Business System (GFEBS); and providing leadership, supervision, oversight, or coordination for personnel and workforce matters. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
