The primary purpose of this position is to provide managers with data-driven insights for informed decision making on human resources, manpower, and organizational structure by executing a diverse range of tasks and analyses aimed at enhancing the effectiveness and efficiency of programs and operations. Duties Human Resources Specialist/Civilian Personnel Program Manager. Plans, monitors, and administers civilian manpower management services. Analyzes, recommends, and advises on manpower and personnel issues for efficient organizational operation. Senior Civilian Personnel Analyst. Provides high-level guidance to senior leadership on workforce planning, optimization, and alignment with organizational goals. Oversees all aspects of workforce management, encompassing civilian personnel. MAJCOM Chief, Civilian Position Management. Provides strategic oversight of the position management program by continuously monitoring and analyzing organizational structure trends, spatial allocations, and position obligations. Civilian Training and Development Specialist. Acts as the central point of contact and specialist for all civilian training activities within the unit. Collaborates with management and supervisors to identify the training needs of civilian employees. Communication Specialist. This role serves as a communication linchpin, ensuring smooth information flow and strong relationships across all organizational levels. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-12, or equivalent in other pay systems. Examples of specialized experience includes expertise in qualitative and quantitative techniques to analyze and measure the effectiveness of administrative programs; interpersonal skills are required to effectively present staffing recommendations and negotiate solutions to disputed recommendations. proficiency in writing factual reports is crucial for providing study recommendations, preparing comprehensive reports, and initiating personnel and position actions; expertise in resource allocation and utilization across various organizational levels is vital, as is in-depth knowledge of laws, policies, procedures, and regulations related to Human Resources Management.

Federal Time-in-grade

(TIG)

Requirement for General Schedule

(GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS-13 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skills and Abilities

(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of federal laws, executive orders, regulations, policies, directives, principles, and governing practices to administer learning services for Air Force wide Force Development program(s). Knowledge at an expert level of analytical and evaluative methods, including a wide range of qualitative and quantitative techniques, plus a thorough understanding of how regulatory personnel/manpower/services programs are administered to measure compliance, assess effectiveness, identify deficiencies, analyze trends, and make recommendations for enhancements and improvements of programs and the resolution of problems. Knowledge of policies, procedures, methods, and publicity techniques of business operations to develop, revise, and advise on programs to meet goals and objectives within available resources. Knowledge of organizational structures, missions, objectives, operating programs, key positions, and administrative policies and procedures across the Air Force to conduct studies, which are frequently ad hoc team efforts, to identify, consider, and recommend options for the resolution of substantive organizational and program issues or complex problems not susceptible to treatment by standard methods. Skill in justifying, defending, and recommending decisions on an end-to-end program within a matrix organization. Skill in communicating, both orally and in writing, to provide seasoned consulting to operating managers and other specialists: lead team studies, negotiate complex, controversial issues; provide informational briefings to include options and recommendations to high level management; and establish and maintain effective and positive working relationships.
