The primary purpose of this position is: To plan, manage, and administer comprehensive year-round youth physical fitness and sports programs and facilities used in conducting the activities at Air Force (AF) installations. Duties Plans, develops, organizes, and administers diverse, multi-faceted and comprehensive physical fitness and sports programs. Acts as Chapter Director of the National Alliance for Youth Sports (NAYS) and/or certified clinician forstaffand volunteer training as mandated by Air Force directives. Administers sports, fitness, and instructional resource programs. Under the direction of the YouthSportsDirector, assists in developing appropriated fund (APF) and non-appropriated fund (NAF) budgetinputs, andprepares justifications for funding program resources and requirements. Identifies and plans forrepairs andmaintenance of facilities, activity areas, supplies, equipment and expenditures that support day-to-day operationsand long-term goals and objectives of the youth sports and fitness programs. Initiates purchaserequests, arranges forsupplies and services, and other resource related documents. In conjunction with the Youth Sports Program Director, procures, stores, disperses, repairs, replaces,andcontrols all youth sport and athletic equipment and supplies. Responsible for the operations and maintenance of a variety of sport and fitness fields and facilities. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Programs, Recreation Specialist Series 0188. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05, or equivalent in other pay systems. Examples of specialized experience includes Knowledge of youth/teen development theory, methodology, policy, practices and procedures relating to physical, intellectual, social, and emotional development. Skill in preparing budgets, program evaluations, and facility administration; managing financial and physical resources of teen programs; and in effectively organizing and utilizing available resources within the program framework. Ability to implement policies, practices, and procedures in youth/teen programs and safety management. Knowledge of the procedures and ability to recruit, screen and train volunteers to support the teen activities. Ability to communicate effectively, both orally and in writing. Ability to develop and maintain good working relationships and be an effective leader for other staff and volunteers. OR EDUCATION: Successfully completed one full academic year of graduate-level education in a field of study that demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as General Recreation, Outdoor Recreation, Recreation and Parks Leadership, Wild Land Recreation Management, Natural Resources Recreation, Youth Recreation, Public Urban or Community Recreation, Special Populations Recreation or Physical Education. Federal Time-in-grade

Requirement for General Schedule
(GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skills and Abilities
(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of youth development theory, methodology, policy, practices, and procedures relating to physical, intellectual, social, and emotional development. 2. Knowledge of budget, financial, and resource management practices and procedures in relation to meeting program objectives and goals. 3. Knowledge of requirements involved in the qualifications and suitability of adults to work with youth. 4. Skill in the effective management of financial, physical, and human resources of youth center programs. 5. Ability to communicate effectively orally and in writing. 6. Ability to implement policies, practices, and procedures in program and safety management.
