TRANSPORTATION SPECIALIST

Summary The primary purpose of this position is to manage, supervise, and direct all traffic management functions within the 460th Logistics Readiness Squadron. Recognized as a functional and technical expert, the incumbent provides outstanding mission support through sustained combat logistics and AEF management in support of day-to-day Delta operational support and global contingency operations. Duties Personal property program administration. Manages and evaluates the peacetime and contingency traffic management programs governing the movement of personal property, ensuring strict compliance with complex domestic and international transportation laws. Passenger Mobility & Financial Oversight. Administers and oversees complex worldwide passenger mobility programs. Freight and Cargo Movement Operations. Directs comprehensive freight and cargo distribution operations, overseeing the classification, handling, and warehousing of critical military materials, including highly regulated Hazardous Materials (HAZMAT). Administers the Quality Assurance (QA) and regulatory compliance program for personal property and passenger transportation contracts. Qualifications In order to qualify, you must meet the requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade (GS-04) level, pay band (NH-01), or equivalent in other pay systems. Examples of specialized experience include: Extensive knowledge of the full range of traffic management operations, systems, policies, practices, instructions, procedures, techniques; to include knowledge of passenger travel, freight/cargo movements, personal property movement, personal property entitlements, carrier industry practices, international, state, and local laws, and operations for shipping and storage within the traffic management function; Knowledge of preparation, packing, storage and US and foreign customs import/export requirements for freight/cargo (including hazardous material) that involve air, motor, and water movements; Knowledge of quality assurance and inspection principles, practices, procedures, sampling techniques and policy. Knowledge of safety and security regulations, practices, and procedures; Knowledge of standard contracting regulations, practices and procedures. OR EDUCATION: 4-year course of study leading to a bachelor's degree with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Skill in using interrelated computer systems, such as spreadsheets, databases and word processing; planning, organizing and managing complex issues to evaluate options, making appropriate decisions and present facts. Work may require the employee to drive a motor vehicle. An appropriate, valid driver's license may be required for this position. Vehicles may include driving a forklift and up to a two-ton truck.
