Supervisory Mobility Transportation Specialist

Summary This Supervisory Mobility Transportation Specialist position serves within the Oklahoma City VA Medical Center, and reports to the Associate Directors Office. The primary purpose of this position is to manage all Veterans Transportation Service (VTS) and Beneficiary Travel (BT) program activities, including; patient transport, Special Mode Travel (SMT), and mileage reimbursement claims. This position supervises/ensures the VTS and BT process comply with Regulatory guidance. Duties Major duties include but are not limited to: Manages the Medical Center's Transportation Program services under the AD within the facility by planning, developing, evaluating, marketing and directing key administrative activities in multiple programs related to transportation system for patients, Caregivers and others in metropolitan and rural/remote rural areas, especially those which are disabled, frail, elderly or receiving life dependent treatments Ensure adjudication of mileage, lodging, meals, common carrier, SMT reimbursement requests, determines eligibility and processes payments for eligible Veterans in support of costs incurred while traveling to and from VA health care facilities Administers all transportation related contracts. The program may also provide pre-approved transportation solutions and arrange SMT at the request of facility Manages demand against available resources to increase access to medical care through the Medical Centers organic transportation resources Develops procedures and systems for establishing, operating, and assessing the effectiveness of administrative control systems. Develops, analyzes, evaluates, advises on, or improves the effectiveness of work methods and procedures, organizations, manpower utilization, distribution of work assignments, delegation of authority, management controls, information and documentation systems, and similar functions of management. Works with a network of transportation options for Veterans through joint efforts with VA's Office of Rural Health and organizations, such as Veterans Service Organizations (VSOs) community transportation providers; federal, state and local government transportation agencies; non-profits and Veterans Transportation Community Living Initiative (VTCLI) grantees Serves as the the local administrator of the Vet Ride System and is responsible of granting certain delegated access rights to facility staff. Collaborates with service providers in local communities to serve Veterans' transportation needs. Possesses and maintains knowledge of and collaborative relationships with United We Ride, State Departments of Transportation, Community Transit providers, Veterans Service Organizations, State Veteran Agencies, County Veteran Service Agencies and other various groups and organizations, such as stakeholders, other hospitals, universities, public health officials and organizations, volunteer work groups, news media and the community at large. Works closely and routinely with other services within the Medical Center, including, but not limited to: Business Office (HAS); Fleet Management; Medicine Service; Social Work Service; Nursing; Voluntary Service; Primary Care, Mental Health, Homeless and Rehabilitation.(Internal Customers). Completing the Needs, Resources and Stakeholders Assessment in collaboration with the other services represented on the VTP Board of Directors, as well as Veterans and community stakeholders Utilized the Needs, Resources and Stakeholders Assessment to develop a Three Year Developmental Business Plan for submission to the Board of Directors and the Program Office in order to obtain funding for the program once the Business Plan is approved by the Program Office Formulates, interprets, and implements Transportation Program, policies and procedures pertaining to transportation among the multiple programs at the facility. Responsible for managing the appropriate utilization of the Vet Ride System, including all the Administrative Portal, the web based Veteran Trip Request Portal, the Third Party Contractor Portal and the Special Mode Tracker Module, ensuring all security and compliance measures are complied with by all staff the Mobility Manager authorizes to use the system. Performs management and/or program support work, such as program or office planning, evaluation of administrative programs or issues, training program administration, correspondence control, liaison, special projects, or board or committee-related work. Ensures that facility operations complies with standards of accrediting organizations Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Individual Occupational Requirement (IOR): The Supervisory Mobility Transportation Specialist, 2101 has a minimum qualification entry requirement. You must posses one of the following to qualify for the Supervisory Mobility Transportation Specialist. Undergraduate and Graduate Education: Major study -- accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the position. Specialized Experience (for positions above GS-5): Experience that demonstrates a knowledge of the transportation function(s) of the position to be filled. You may qualify at the GS-9 level based on your experience and/or education as described below: Specialized Experience GS-9: You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Fleet management and/or common carrier transportation; planning and directing administrative activities related to transportation; prioritizing program resource when conflicts arise; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program; and providing leadership and instruction to subordinates.
