Human Resources Specialist (Classification)

Summary The position is located at the U.S. Department of Transportation, Office of the Secretary (OST), Departmental Office of Human Resource Management (DOHRM), Human Resource Operations (M-16). You will serve as a senior expert providing technical guidance to managers and HR staff advisories based on OPM classification standards and guidance. Duties As a Human Resources Specialist (Classification), you will: Provide advisory services to the Office of the Secretary (OST) on complex position management issues, including controversial mixed-series/mixed-grade roles and interdisciplinary fields. Conduct desk audits, validate Fair Labor Standards Act (FLSA) coding, and prepare formal evaluation statements. Collaborate with management during the formative stages of organizational design, recommending courses of action rooted in sound position management principles. Evaluate OST Position Management programs through data collection and periodic reviews. The ideal candidate will possess experience as a strategic influencer with the ability to effectively advise hiring managers gaining their concurrence and acceptance on classification outcomes. Qualifications To meet the minimum qualifications for this position, you must meet the specialized experience qualifications. To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include: Applying position classification standards, functional guides, and HR policies to recommend title, series, grade, and related position data determinations. Conduct desk audits or fact-finding interviews with employees and supervisors to gather information needed for position classification reviews, Prepare position descriptions, evaluation statements, classification reports, or advisory recommendations that support classification decisions. Coordinate HR classification or position management projects by setting milestones, tracking progress, reviewing deliverables, and communicating with customers or team members. KNOWLEDGE,

(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Classification: Knowledge of classification concepts, principles, and practices related to structuring organizations and positions and determining the appropriate pay system, occupational grouping, title, and pay level of positions. Organizational Awareness: Knows the organization's mission and functions, and how its social, political, and technological systems work and operate effectively within them; this includes the programs, policies, procedures, rules, and regulations of the organization. Legal, Government, and Jurisprudence: Knowledge of laws, legal codes, court procedures, precedents, legal practices and documents, Government regulations, Executive orders, agency rules, Government organization and functions, and the democratic political process.
