Summary This position is part of the Office of the Chief Human Capital Officer, Department of Energy. As a Human Resources Specialist (Human Resource Business Partner), you will provide strategic Human Resources management expertise and support to one or more DOE organization(s). As a Human Resources Specialist (Human Resource Business Partner), you will: Advises program managers on complex, cross-cutting human resources policies, regulations, and operational strategies to support organizational goals. Analyzes staffing trends, turnover patterns, and labor market conditions to create short- and long-range hiring and workforce planning solutions. Recommends position structures, evaluates organizational effectiveness, and oversees the implementation of reorganizations. Participates in cross-functional workgroups to address systemic HR issues and mentors HR staff on advisory practices and technical operations. Qualifications GS-13

Specialized Experience

REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 3 of Total 4 of the following: Serving as an HR business partner or advisor to stakeholders by interpreting human resources policies, laws, and precedents to resolve difficult, non-routine, or sensitive workforce issues. Using data analytics (such as turnover patterns, retirement eligibility, or staffing data) to diagnose human capital needs and forecast future hiring and retention requirements. Developing short- or long-term staffing plans, organizational realignments, or restructuring proposals to align staffing and job design with business or operational goals. Researching and formulating solutions for multi-faceted problems that cut across different HR functional areas (such as recruitment, classification, employee development, or performance management) to create new guidelines There is no substitution of education for experience at the GS-13 level.
