Employment decisions are based on qualifications, merit, and business need We're building a team of experienced healthcare IT leaders and operational professionals to support a statewide digital readiness and needs assessment involving as many as 78 hospitals throughout Illinois. Many critical access, rural, and community hospitals operate with lean IT teams, significant vendor dependencies, limited capital, and competing clinical and operational priorities. New technology can only succeed when the organization has the governance, staffing, leadership, project-management capacity, training, and support structure necessary to implement and sustain it. We are seeking IT Management and Operations Readiness Assessors who understand that technology readiness involves much more than hardware and software. The right candidates will be able to evaluate how hospitals govern technology, manage vendors, prioritize investments, support users, execute projects, prepare employees for change, and sustain new capabilities after implementation. This is an assessment and advisory role not a technical support, implementation, or sales position. What You Will Do Working as part of a three-person hospital assessment pod, you will:

• Prepare for hospital assessments by reviewing organizational profiles, staffing information, policies, project documents, contracts, budgets, vendor arrangements, support models, and prior assessments.
• Participate in structured discussions with hospital executives, IT leaders, clinical leaders, operations teams, finance personnel, project managers, and other stakeholders.
• Evaluate the hospital’s ability to plan, govern, implement, support, and sustain technology investments.
• Assess IT staffing levels, organizational structure, internal capabilities, outsourced services, and key-person dependencies.
• Review governance, decision-making, prioritization, budgeting, project oversight, training, adoption, and change-management practices.
• Identify operational risks, resource constraints, vendor dependencies, organizational gaps, and implementation-readiness concerns.
• Distinguish documented facts from hospital-reported information, assessor interpretation, and unresolved unknowns.
• Apply standardized maturity criteria and scoring guidance.
• Document findings, evidence sources, scoring rationale, confidence levels, risks, and required follow-up.
• Collaborate with technical assessors to connect technology findings with operational realities.
• Help prepare hospital-specific assessment reports and structured assessment records.
• Support hospital factual-review sessions and document approved corrections.
• Participate in team training, scoring calibration, quality reviews, and project meetings.
• Maintain complete, accurate, and timely assessment documentation. Areas You May Assess Assessment areas may include:

• Operational resilience and continuity dependencies What Success Looks Like A successful assessor will understand both strategy and day-to-day hospital reality. You will be expected to determine whether a hospital has the people, governance, financial capacity, processes, vendor support, leadership commitment, and execution discipline required to convert a technology investment into a sustainable operational capability. You must be able to build rapport without losing objectivity, identify uncomfortable but important readiness gaps, and explain findings in practical language that hospital leaders can understand. Project Considerations This position is contingent upon final project award, contracting, and confirmation of hospital participation. The project will move quickly, and selected candidates must be prepared to complete training and begin assigned work shortly after authorization. Some travel may be required to hospitals across northern, central, southern, and rural Illinois. Travel will be coordinated according to project needs. Selected employees must disclose potential conflicts of interest and comply with project-specific confidentiality, technology-neutrality, information-separation, and recusal requirements. • The strongest candidates will have led or advised healthcare IT operations and understand the practical challenges facing smaller hospitals.
• At least 7 years of progressively responsible experience in healthcare IT leadership, hospital operations, healthcare consulting, project or program management, clinical informatics, technology governance, or a related field.
• Experience working with hospitals, health systems, healthcare providers, or healthcare technology organizations.
• Demonstrated understanding of IT operating models, staffing, vendor management, governance, budgeting, project execution, training, support, and change management.
• Ability to conduct structured interviews with executives, managers, clinicians, operational personnel, and technical teams.
• Ability to evaluate conflicting or incomplete information and form objective, evidence-supported conclusions.
• Strong analytical writing, documentation, facilitation, and report-development skills.
• Ability to follow a standardized assessment methodology and apply scoring criteria consistently.
• Strong organizational skills and the ability to manage multiple hospital assessments or workstreams.
• Proficiency with Microsoft Word, Excel, Teams, SharePoint, and project-tracking tools.
• Ability to work as a W-2 employee for the duration of the project.
• Availability during normal hospital business hours and for scheduled team meetings.
• Ability to travel within Illinois when an onsite assessment is required. Highly Preferred Qualifications
• Experience with critical access hospitals, rural hospitals, community hospitals, rural health clinics, or smaller health systems.
• Previous hospital CIO, IT director, PMO leader, clinical informatics leader, operations executive, healthcare consultant, or senior technology program manager experience.
• Experience conducting organizational-readiness assessments, operational reviews, IT maturity assessments, gap analyses, audits, due diligence, or current-state evaluations.
