Summary This position is located with the Office of Aviation Safety, Flight Standards Service, within the Workforce Development Division, Training Management Branch (AFB-520). The Training Management Branch is responsible for coordinating and developing national training policy, plans, programs, and curricula for Flight Standards workforce and international regulatory organizations Duties Incumbent gathers and analyzes training information to support workforce development initiatives including leadership development, resident training courses at the FAA Academy, new-hire Aviation Safety Inspectors curricula, course management, On-the-Job Training (OJT), Flight Currency, content development, training evaluations and quality assessment criteria. Individual is responsible for the coordination of the ASI new-hire annual training plan as new courses are added, and other courses are deleted from their string and new hire job functions training. The incumbent establishes and validates course descriptions, prerequisites, and equivalents. The individual works with the primary interfaces at the FAA Academy and throughout Flight Standards. Incumbent assists the Flight Standards representative on the FAA-wide workforce development workgroups and works independently to identify issues and propose FAA-wide resolutions. The incumbent interprets and shares information, decisions, and business processes across the LOB. The incumbent acts as a consultant about how training requirements can be met through training systems and processes. The incumbent supports leadership for highly complex and challenging activities under the minimal direction of a manager or more experienced professional. Analyzes critical training programs by developing baseline performance measurements and comparing performance with the baseline. Incumbent works with and resolves issues in the functional and technical training requirements throughout Flight Standards offices. This includes collecting information from customers (employees, other workforce development professionals, managers, policy divisions), assessing the availability of options and solutions and recommends approaches to address current and anticipated problems and issues. Incumbent independently plans, organizes and controls work to be accomplished. Incumbent sets priorities, organizes resources and prepares documentation for project accomplishment within established timeframes. Incumbent identifies and deploys continuous improvement to work processes to create more workable products for customers and to improve organizational performance, efficiency and effectiveness. Incumbent uses discretion to select the most appropriate approach. Incumbent is responsible for coordinating across the division to ensure successful completion of workforce development initiatives within assigned specialty. Individual is responsible for formulating and processing training waivers, pop-up and equivalent training requests, validating new development requests, performing course management activities, coordinating leadership offerings and documenting OJT in accordance with FAA policy. Incumbent has access to sensitive personnel data and provides written and verbal recommendations to management on issues related to training needs. Incumbent makes recommendations to address training policy and the evolving needs of the workforce. Qualifications To qualify for this position at the FG-13 level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-H (FG/GS-12) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience: gathering and organizing information; analyzing data and identifying problems; developing solutions or alternative methods of proceeding; providing written and verbal recommendations to management on issues or process improvements; and administering or utilizing training management systems, such as the electronic Learning Management System (eLMS) or Comprehensive Management Resource Information System (CMRIS).
