Summary Organizational Location: This position is with the Department of Homeland Security, within U.S. Customs and Border Protection, Office of Acquisition, Immediate Office of the Assistant Commissioner, located in one of the following locations: Ashburn, VA Washington, DC Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Duties Joining Customs & Border Protection (CBP), Office of Acquisition will allow you to utilize your expertise in supporting and advising the acquisition program manager or other acquisition officials on various aspects of acquisition. This position starts at a salary of $102,415.00 (GS-12, Step 1) to $133,142.00 (GS-12, Step 10). In this Management and Program Analyst position you will become a key team member of Homeland Security professionals involved in reviewing, maintaining, and providing operational data to relevant consumers; assisting policy-makers in developing, evaluating, analyzing, and interpreting policies to resolve problems of national and international significance and impact; implementing and executing program plans; analyzing the administrative aspects of substantive, mission-orientated programs; applying new hypotheses and concepts to improve effectiveness and efficiency of operations; resolving complex policy questions. Typical Work assignments include: Applying a wide range of qualitative and quantitative methods to assess complex management and program processes and systems. Directing, implementing, coordinating, and overseeing a segment of a CBP acquisition or administrative program related to acquisition that includes (but not an exhaustive list): plannings, conducting, leading, or directing special studies or task forces; providing assistance to headquarters and Program Management Offices (PMO) or acquisition Programs; providing advice to managers; developing and evaluating acquisition management policies, procedures, and documents; evaluating assigned program areas; taking or recommending actions to achieve program objectives; recommending future objectives and improvements; performing analysis on problem definition and solving; and providing technical assistance and direct support to PMO or acquisition staff in all matters relating to the application of acquisition planning, execution, and oversight. Developing, implementing, and monitoring management information systems for the analysis and tracking of program data. Planning, developing, coordinating and delivering briefings, presentations and conferences for senior managers. Performing analysis and review of CBP major and non-major programs and their related documentation. Qualifications Specialized Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Assisting in analyzing acquisition and administrative programs using qualitative and quantitative methods. Preparing and delivering briefings and reports to management, ensuring accuracy and compliance with requirements. Conducting special studies on acquisition program areas, analyzing data and presenting findings to support management decisions. Monitoring program data in management information systems and preparing reports to identify trends and improvements. Reviewing acquisition program documentation and providing recommendations for policy and procedural compliance.
