Summary This position, located at the Oklahoma City VA Health Care System, serves as the Education and Training Technician and Domain Manager for all electronic learning systems utilized by this facility in support of the Education Program. Duties Major duties of this position include but not limited to... Participates in coursework development and modification Provides reports to the Chief and Assistant Chief of Education, the Designated Learning Officer, and medical center managers to ensure employee education and training requirements are met Performs assignment, scheduling, registration, and item manager tasks Provides technical advice and assistance to all levels of management, employees and trainees Partners with key individuals/stakeholders in ensuring completion of required training Performs work associated with the evaluation of training courses and programs Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05 level. For a GS-07 position you must have served 52 weeks at the GS-06 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience GS-06: You must have one year of specialized experience equivalent to at least the next lower grade of GS-05 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...basic knowledge and technical skills to operate a personal computer including ability to utilize software applications such as SharePoint and Microsoft Office including Word, Outlook, PowerPoint, Excel, etc., and the ability to operate office equipment; basic knowledge and skill in the software applications; minimal knowledge and ability to administer and utilize VHA and VA electronic training programs and record systems, learning updates, synthesizing into local policies and procedures, developing, implementing, and evaluating training for program administrators and end users; and basic knowledge and abilities related to the electronic training programs as well as implementing and evaluating training for program administrators. Specialized Experience GS-07: You must have one year of specialized experience equivalent to at least the next lower grade of GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...knowledge of learning methods including technology-based methodologies to provide consultative services that are generally covered by established educational precedents; extensive knowledge of office administrative procedures with ability to organize and maintain varied records for multiple programs; extensive knowledge and technical expertise to operate a personal computer including ability to utilize software applications such as SharePoint and Microsoft Office including Word, Outlook, PowerPoint, Excel, etc., and the ability to operate office equipment; knowledge and ability to administer and utilize VHA and VA electronic training programs and record systems, learning updates, synthesizing into local policies and procedures, developing, implementing, and evaluating training for program administrators and end users; knowledge of local topic experts and resources to review regulations of VA, VHA, Joint Commission, OSHA, OAA, Privacy and local facility regulations, policies and procedures related to employee and Health Profession Trainee education; knowledge of fiscal and supply processes to request purchases and maintain records as a fund control clerk; knowledge and skill in fact-finding, analysis, and problem solving to wisely resolve customer service difficulties related to employee education; knowledge and ability to relate well with a wide level of educational levels and to communicate both orally and in writing with varying audiences For more information on these qualification standards, please visit the United States Office of Personnel Management's website at Education There is no educational substitution at this grade level.
