Summary This incumbent serves as a Unit Manager in the Systems Development Support Section (AMK-241). The incumbent oversees/directs a group of employees who possess an advanced technical and functional knowledge of major national governmental financial and procurement systems used by the Department of Transportation and other Federal Agencies. These Systems range from difficult to extremely complex and support governmental programs related to security, finance, procurement, and administration. Duties Typically directs the work of subordinate employees and/or managers for more than one organizational unit/project/program within a major subdivision. Work usually includes a mixture of routine and complex projects/programs based on the objectives of the major subdivision/LOB/SO. Assigns work, sets priorities, and provides assistance to subordinate employees involved in system development, software configuration and associated services for financial and procurement systems. Work assigned is for system enhancements, system sustainment, lifecycle support, and to deliver help/service desk operations. Enhancement activities are those that are not mandatory to keep a system up and running, but are to increase functionality or meet new customer requirements or are to maintain compliance with regulatory updates. Sustainment activities are those that are mandatory to keep a system available, secure, and functionally and technically viable over time. Additional managerial duties include
- communicating the organization¿s vision and objectives, assuring that production and accuracy requirements are met, approving leave, developing and establishing performance standards and ratings, staff development, monitoring and evaluating performance of subordinates, making selections, approving promotions, and taking, recommending or approving corrective/disciplinary action as appropriate. May serve as COR for contract resources required within the branch. Also hears and resolves employee complaints, referring serious unresolvable complaints to a higher-level manager. Finds ways to improve production or increase the quality of work being directed, finds ways to promote team building or improve business practices, has significant responsibility in advising higher management on the program supervised, adjusts staffing levels and work procedures to accommodate resource decisions made at higher levels, recommends goals and objectives and helps decide the methodologies to use in achieving approved goals and objectives, and help determine the best approach for resolving budget shortages. May use subordinate Team Leads to direct, coordinate and oversee work, gives advice, counsel, or instruction on both work and administrative matters Applies an advanced knowledge of the technical aspects of the unit to plan and coordinate functional activities for projects and programs. Develops and recommends approaches to address current and anticipated problems and issues. Personal contacts are with various individuals in different organizations at different levels within the department, modal administration services, and private sector vendors. May be expected to directly communicate with agency/departmental staff personnel, customer CFOs, and management staff members for status reporting or resolution issues. Contacts are primarily within the organizational unit, major subdivision and the LOB/SO with subordinates, peers, and higher-level managers to discuss the status of projects/programs and to plan for the future. In some areas, may have frequent contact with customers, other government entities, and other external parties to interpret policies/procedures or for other project/program purposes. Has authority to make commitments for subordinate organizational units, within guidelines. Work is typically governed by established guidelines, policies, and procedures. Resolves all but the unique problems independently. Consults with higher-level management when existing guidelines are not available or applicable to complex problems. Interacts with internal and external stakeholders, IT specialists, contractors, and others to develop and implement optimal system solutions. Work is reviewed periodically by the Section Manager and/or upper level leadership, usually through status reports, staff meetings, and/or success in meeting organizational performance goals/objectives. Basic Requirements A.
Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")
Or B.
Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate types and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement as stated above, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described above; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
In Addition to the Above Basic
REQUIREMENTS, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience includes: Leadership experience with financial, technical and personnel resources to develop, implement, deliver and support operation of multiple financial or business related applications to meet approved customer requirements; recommending and/or leading the implementation of Financial Accounting Systems applications; experience supporting operations and maintenance (O&M) of a financial accounting systems to determine appropriate updates; experience extracting data in various formats from a Financial Accounting System for ad-hoc reports, analysis, verification and profiling; and/or experience applying Accounting System patches and system update releases. ALSO Quality Ranking Factor (QRF): Well qualified candidates will have documented experience and applied knowledge in the following areas: Managing functional operations within an Oracle EBS and SplashBI environment, including report design governance, business process modeling, and leading functional risk assessments, impact analyses, and UAT cycles for patches and major updates.
