Position Summary The Program Director holds single-point accountability for the successful delivery of a large-scale, greenfield SAP S/4HANA financial management modernization program for a Department of War (DoW) organization, a multi-year engagement valued at approximately $40 million annually across a five-year performance period. This position owns program financial performance, delivery outcomes, contractual compliance, and the client relationship at the executive level, directing an integrated team of C5MI personnel and teaming partners across nine financial process areas and a five-gate milestone structure spanning pre-design approval through production readiness and closeout. The Program Director sets program vision and operating model, owns the program budget and margin, approves headcount and major investments, and serves as the senior C5MI representative to government program leadership, ensuring the delivered solution achieves audit readiness, interoperability, and sustainment objectives while remaining within cost, schedule, and technical baselines. Note: This position is contingent upon contract award. Essential Functions & Responsibilities

• Owns overall program profit and loss, including revenue recognition, margin performance, cost controls, and variance management across the base deployment period and all sustainment option periods.
• Establishes the program operating model, governance cadence, and organizational design; approves headcount, subcontractor spend, vendor commitments, and major investment decisions within delegated authority.
• Directs delivery of firm-fixed-price, outcome-based milestones across all nine financial process areas, ensuring each milestone gate is achieved with government-verifiable acceptance criteria satisfied.
• Serves as the executive interface to the government program office, senior civilian and military leadership, and the contracting officer and contracting officer’s representative.
• Leads the integrated program team, including deputy program management, solution and platform architecture, functional delivery, development, test, data migration, change management, and training leadership.
• Governs teaming partner and subcontractor performance, including scope, deliverable quality, integration of partner capability into the program baseline, and adherence to subcontracting plan commitments.
• Owns the program risk and opportunity management process; drives identification, quantification, mitigation, and executive escalation of cost, schedule, technical, security, and staffing risk.
• Ensures program execution complies with applicable acquisition and business system policy, including DoDI 5000.75 for defense business systems, the software acquisition pathway under DoDI 5000.87, and defense business system certification requirements under 10 U.S.C. § 2222.
• Directs preparation and delivery of contract data requirements list (CDRL) deliverables, monthly status reporting, integrated master schedule updates, and earned value or equivalent performance reporting.
• Accountable for favorable contractor performance assessment (CPARS) ratings and for the program’s reference value in future federal pursuits.
• Champions the program’s audit-readiness objectives, ensuring the delivered solution supports financial statement auditability, internal control over financial reporting, and remediation of legacy audit findings.
• Directs workforce strategy for the program, including clearance processing, retention, succession planning for key personnel, and surge capacity to meet concurrent process area demand.
• Partners with C5MI executive leadership on strategic direction, investment priorities, capability development, and organic growth within the program.
• Ability to travel up to 50% to client sites, varying based on client program schedules.
• Adheres to all certified processes as part of our commitment to maintaining the highest standards of quality and information security, which includes actively participating in quality assurance activities and ensuring the protection of sensitive information in accordance with our security policies.
• Performs other related tasks as assigned by direct supervisor. Minimum Requirements:
• Bachelor’s degree in a related field (Master’s degree or executive leadership program a plus); 15-20 years of professional experience and 8-12 years of progressive people leadership experience with a Bachelor’s degree, or 18-24 years of professional experience and 10-14 years of progressive people leadership experience without a degree.
• 10+ years of experience directing federal or Department of War programs, including direct accountability for program profit and loss.
• Demonstrated experience serving as Program Manager or Program Director on a federal contract with a total contract value of at least $100 million.
• Experience leading integrated delivery organizations of 50 or more personnel across multiple subcontractors or teaming partners.
• Experience delivering enterprise resource planning (ERP) programs, preferably

and/or SAP S/4HANA, in a federal or defense environment.

• Working knowledge of federal acquisition regulation (FAR) and defense supplement (DFARS) requirements, fixed-price and cost-reimbursement contract types, and the government milestone review and acceptance process.
• Demonstrated experience with integrated master schedule management, earned value or equivalent performance measurement, and formal risk management.
• Executive-level communication skills, including the ability to brief senior government leadership and represent C5MI in formal program reviews.
• PMP certification or equivalent program management certification required.
• Secret security clearance required: must hold an active Secret clearance or be able to obtain and maintain one prior to assignment (requires U.S. citizenship). Nice to Have:
• Active Secret security clearance at time of hire.
• Experience with defense business system acquisition and milestone documentation derived from DoDI 5000.85, 5000.75, and 5000.87.
• Familiarity with federal financial audit drivers, including the Financial Improvement and Audit Readiness (FIAR) methodology, DoD 7000.14-R (Financial Management Regulation), and FFMIA.
• Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification.
• Experience managing sustainment or operations and maintenance option periods following an ERP deployment.
• Master’s degree in Business Administration, Program Management, or a related discipline.
• Experience with small business subcontracting plan development and compliance reporting. Compensation: In accordance with pay transparency law, the expected salary range for this position is $175,000
