Summary You will serve as a
Human Resources Specialist
(RECRUITMENT & PLACEMENT/COMPENSATION) in the Office of Civilian Human Resources, Overseas Program Center, Satellite Office, Guantanamo Bay, Cuba. Duties
- You will serve as a recruitment and staffing advisor on overseas recruitment strategies, policies, and sources.
- You will provide staffing and recruitment advisory services for both U.S. and Foreign National/Local National actions.
- You will advise management on a wide range of staffing issues such as workforce shaping, special placement programs, recruitment methods, and compensation, such as special pay incentives.
- You will conduct duties in support of the overseas allowances/entitlements program, including, but not limited to initial orientation, reconciliations and out-processing.
- You will prepare narrative reports to document cases and recommend actions for resolution of problems.
- You will meet regularly with customers to provide the status of Human Resources actions and to ensure consistency in communications. Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Researching and analyzing Federal civilian HR regulations to advise managers on civilian recruitment, staffing, and compensation policy (i.e. pay, entitlements, and incentives), to provide solutions to recruitment and retention issues and ensure established recruitment initiatives are met. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. ICTAP Applicants: To be considered well-qualified and exercise selection priority as an ICTAP candidate, displaced Federal employees must satisfy all qualification requirements for the position and receive a rating in the highly qualified category (score 85) or higher.
