Summary This position is located in the Department of Homeland Security (DHS), Science and Technology Directorate. The primary purpose of this position is to serve as a supervisory program manager over a major programmatic area and/or critical program segment for UAS and C-UAS programs, policies, plans, and initiatives. Non-BU: This is a non-bargaining unit position. Duties As a Supervisory Program Manager, GS-0340-15, your typical work assignments may include the following: Directs and oversees a major programmatic area involving planning, and program management activities related to UAS and C-UAS programs, policies, plans, strategies, frameworks, and initiatives. Plans, organizes, directs, coordinates, controls, and evaluates the activities of subordinate organizations, teams, employees, and contractors supporting Department-wide and interagency UAS/C-UAS mission requirements. Provides substantive operational support, strategic planning, executive-level advice, and program direction to address emerging UAS-related homeland security threats. Ensures program activities are aligned with Departmental guidance, statutory authorities, operational requirements, Program Executive Office priorities, and senior DHS leadership direction. Oversees the development, coordination, and implementation of UAS and C-UAS policies, plans, strategies, and frameworks, involving complex, sensitive, or unprecedented issues. Advises the Executive Director of the Program Executive Office and other senior officials on UAS/C-UAS program issues, including statutory and policy authorities, limitations, stakeholder equities, resource needs, enforcement considerations, operational risks, technology capabilities, and privacy, civil rights, and civil liberties implications. Prepares or oversees the development of briefings, decision papers, policy recommendations, strategic plans, performance measures, and other executive-level products. Resolves issues where policy, precedent, or statutory authority may be limited, evolving, or subject to differing interpretation among stakeholders. Develops and maintains partnerships with UAS and C-UAS stakeholders across DHS Components, interagency organizations, and other mission partners. Leads activities to identify shared requirements, reconcile stakeholder equities, resolve policy or operational issues, advance program objectives, and support integrated approaches to UAS detection, mitigation, and homeland security protection. Represents UAS/C-UAS program segments and organizational interests in meetings, briefings, conferences, working groups, executive-level engagements, and other coordination forums. Coordinates among stakeholders with differing missions, authorities, priorities, risk tolerances, and operational interests to gain cooperation, support implementation, and advance Department-wide or interagency strategies. Exercises delegated supervisory and managerial authorities over subordinate supervisors, teams, employees, and contractors performing complex program management, engagement, coordination, technical analysis, policy support, operational support, and administrative work. Establishes goals, priorities, work plans, schedules, performance standards, and rating approaches; evaluates subordinate supervisors or leaders; serves as reviewing official for nonsupervisory employees rated by subordinate supervisors; and makes or recommends selections, awards, training decisions, personnel actions, and disciplinary actions. Oversees resources associated with program execution, including budget, staffing, contracts, training, travel, and other support requirements. Ensures assigned programs and processes are covered by internal controls and that precautions are taken to prevent fraud, waste, and misuse of resources. Manages organizational changes affecting structure, content, resources, priorities, and program segments, and furthers equal opportunity in all personnel management actions. Qualifications Specialized Experience To qualify at the GS-15 level, you must possess at least one (1) year of specialized experience equivalent to the next lower grade level in federal service (GS-14) or public or private sector equivalent. For this position, specialized experience is defined as: Directing or managing major programs, program segments, or organizational operations involving UAS and C-UAS programs, policies, plans, strategies, or initiatives. Specialized experience must demonstrate experience: Leading coordination activities with senior officials, interagency partners, or mission stakeholders. Developing or implementing program goals, policies, performance measures, strategic plans, or executive-level recommendations. Advising leadership on complex program, operational, resource, stakeholder, or policy issues. Overseeing resources such as budget, staffing, contracts, training, or travel; and resolving complex or unprecedented program issues where policy, precedent, statutory authority, or stakeholder interests may be limited, evolving, or subject to differing interpretation. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement.
