Description Job Title: HR Manager Company: West Shore Country Club Location: Camp Hill, PA Job Type: Full-time, Salaried Salary Range: $85,000 - $90,000+ per year (Based on Experience) Schedule: Monday to Friday, 8:30 AM to 4:30 PM (with flexibility required for occasional evenings and employee events) Reports To: General Manager / Chief Operating Officer (GM/COO) Position Overview The HR Manager is a vital, multi-functional leadership role responsible for executing our high-volume seasonal workforce operations, managing employee benefits, and processing end-to-end payroll. This position serves as the primary operational anchor for our annual scaling cycle, which requires rapidly expanding the team from 100 to over 200 employees for the busy summer season and structuring the subsequent offboarding transition. Reporting directly to the GM/COO, this role focuses heavily on strategic and day-to-day personnel management—driving full-cycle recruitment, structured onboarding, corporate policy enforcement, benefits administration, and team-building initiatives—while coordinating with the finance department to ensure impeccable execution of technical payroll compliance. Key Responsibilities

  • Human Resources & Workforce Strategy: Direct the full seasonal talent acquisition lifecycle. Source, interview, and hire over 100 personnel efficiently to meet operational demands ahead of the peak summer season.
  • Employee Relations & Disciplinary Documentation: Serve as the objective authority on internal disciplinary matters. Draft, track, and securely store all performance improvement plans (PIPs), written warnings, and formal disciplinary documentation. Ensure all actions strictly align with club policy and employment law standards.
  • Performance Management & Review Assistance: Act as a strategic partner to club department heads (Golf Shop, Maintenance, Food & Beverage). Provide structured guidance and administrative assistance to managers to ensure annual and mid-season performance evaluations are completed effectively and delivered consistently.
  • Goal Setting & Annual Salary Reviews: Collaborate with executive leadership to establish clear, measurable key performance goals for both year-round staff and seasonal leadership. Assist in gathering market data and analyzing metrics to support annual compensation and merit salary reviews.
  • Onboarding & Personnel Compliance: Manage the complete administrative lifecycle of all personnel through Paylocity’s onboarding module. Ensure strict regulatory compliance, including the timely collection and verification of I-9 documentation, employee files, background checks, and employment agreements.
  • Benefits Administration: Manage company benefit programs within the platform. Oversee annual open enrollment periods, process life-event changes, audit monthly billing, and serve as the primary resource to assist employees with health, welfare, and retirement inquiries.
  • Workforce Engagement & Culture: Design, implement, and lead team building and morale initiatives to support staff retention and motivation. Coordinate and attend occasional evening employee events, staff meetings, and recognition programs.
  • Payroll & Labor Compliance: Process accurate and timely payroll for our fluctuating workforce using Paylocity. Maintain and audit payroll records, track hours, and ensure strict compliance with federal, state, and local labor laws. Coordinate directly with the Finance Department for ledger reporting and labor variance analysis. Qualifications & Skills
  • Experience: Minimum of 3+ years of progressive HR experience, including demonstrated experience at the manager level. Must possess a proven track record handling personnel management, corporate policy enforcement, and benefits administration alongside hands-on payroll processing experience. (Experience within seasonal businesses, hospitality, or country club environments is highly preferred).
  • Technical Proficiency: Direct, hands-on experience using for payroll processing, onboarding modules, and benefits administration is highly preferred.
  • Core Competencies: Advanced organizational skills, high emotional intelligence, confidentiality, conflict resolution capabilities, and absolute data accuracy during rapid workforce scaling periods.
  • Communication: Exceptional interpersonal skills, with the ability to maintain strong workplace politeness and clear communication under tight seasonal deadlines. Benefits & Compensation
