Duties The incumbent of this position serves as an Auctions Operations and Outreach Specialist engaging in a variety of operational activities at every stage of the auctions process, including by supporting the legal team in the drafting and preparation of complex public notices, configuring auction applications, identifying, evaluating and coordinating auctions and outreach for the Auctions Division of the Office of Economics and Analytics. Qualification Criteria

Candidates must meet all of the following qualification criteria in order to be eligible for referral to the selecting official: Specialized Experience or Education and/or a Combination of Both Education and Specialized Experience; and Required Competencies If you qualify by virtue of education alone for the GS-9 and/or the GS-11 grade levels, transcripts must be submitted by the closing date of the announcement. If transcripts are not submitted, your application will be rated as ineligible. GS-9 Candidates may qualify by virtue of education, specialized experience and/or a combination of both education and specialized experience. A. Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related.

Specialized Experience Candidates must have one year of specialized experience which is equivalent to the GS-7 grade level in the Federal service. Specialized experience is defined as follows: 1. Preparation and review of routine public notices. 2. Reviewing and editing materials designed to provide education and support to the public on the use of government systems. 3. Supporting outreach efforts by communicating with the public, auction applicants, and bidders; providing customer service; and responding to inquiries regarding auction programs and procedures.

Combination of education and experience GS-11 A. Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related

Or B.

Specialized Experience Candidates must have one year of specialized experience which is equivalent to the GS-9 grade level in the Federal service. Specialized experience is defined as follows: 1. Supporting the legal teams in the drafting, preparation, and review of complex public notices related to auction programs, ensuring that content is accurate, clear, and consistent with applicable policies and procedures. 2. Creating, reviewing and editing auction-related educational materials to communicate program requirements, procedures, and guidance effectively to internal and external audiences. 3. Providing comprehensive support to outreach efforts by communication with the public, auction applicants, and or bidders; delivering customer service; and responding to inquiries by explaining auction program requirements, procedures, and guidance.

Combination of education and experience GS-12 Candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows: 1. Supporting the legal teams in the drafting, preparation, and review of complex public notices related to auction programs, ensuring that content is accurate, clear, and consistent with applicable policies and procedures. 2. Creating, reviewing and editing auction-related educational materials to communicate program requirements, procedures, and guidance effectively to internal and external audiences. 3. Providing comprehensive support to outreach efforts by communication with the public, auction applicants, and or bidders; delivering customer service; and responding to inquiries by explaining auction program requirements, procedures, and guidance. 4. Administering auctions, providing guidance to bidders on auction rules and/or procedures. There is no substitution of education for specialized experience.

Sme Review

In addition to meeting the education and/or specialized experience requirements, candidate's resumes must demonstrate the competencies for each grade listed below. Subject matter experts will conduct a scored, competency based resume review. Candidates must receive a score of 90 or above in order to be eligible for referral to the selecting official for hiring consideration. GS-9 COMPETENCIES Knowledge of spectrum auction concepts and other rules, regulations, policies and procedures to administer the auctions program. Knowledge of the auctions program to assist the project leader to coordinate auction activities and direct the work of others. GS-11 COMPETENCIES Knowledge of spectrum auction concepts and other rules, regulations, policies and procedures to administer the auctions program. Knowledge of the auctions program to assist the project leader to coordinate auction activities and direct the work of others. Knowledge of auction IT systems to conduct auctions and resolve problems. GS-12 COMPETENCIES Knowledge of spectrum auction concepts and other rules, regulations, policies and procedures to administer the auctions program. Knowledge of the auctions program to assist the project leader to coordinate auction activities and direct the work of others. Knowledge of auction IT systems to conduct auctions and resolve problems. Knowledge of written communications principles and techniques to review and edit written documents such as public notices, fact sheets, correspondence and other complex documents on the auctions program and other matters for presentation to the general public and especially to the communications industry.
