Description Position Overview Ares Enterprise, LLC is seeking an experienced Program Manager (PM) to lead a large-scale U.S. Army Information Management and enterprise IT services program in Huntsville, Alabama. The program supports approximately 3,500 internal and external users across Army and Joint organizations and other mission partners. The technical environment encompasses enterprise IT operations, classified and unclassified networks, cybersecurity and Risk Management Framework (RMF), systems and network administration, software development, Model-Based Systems Engineering (MBSE), service desk operations, IT asset management, and digital modernization. The Program Manager will serve as the primary leader responsible for successful contract execution and will provide overall management, technical coordination, workforce leadership, customer engagement, quality oversight, risk management, and performance accountability across a multidisciplinary team. The ideal candidate has successfully managed a large DoD or Army enterprise IT services contract involving multiple technical workstreams, key personnel, subcontractors, geographically or functionally distributed teams, and performance-based service requirements. Key Responsibilities
- Provide overall leadership and accountability for contract execution, including cost, schedule, performance, quality, staffing, deliverables, and customer satisfaction.
- Serve as the primary management interface between Ares Enterprise, teammates/subcontractors, and Government program leadership.
- Lead and coordinate multidisciplinary teams supporting enterprise IT operations, cybersecurity, networking, systems administration, service desk, software development, MBSE, engineering, and asset management.
- Establish program governance, operating rhythms, performance metrics, escalation procedures, and management controls.
- Ensure contract requirements, Service Level Agreements (SLAs), performance standards, deliverables, and reporting requirements are achieved.
- Manage program schedules, milestones, dependencies, risks, issues, and corrective actions.
- Maintain appropriate staffing levels and oversee recruiting, onboarding, retention, succession planning, and personnel performance.
- Provide leadership and direction to technical leads and Key Personnel, including the Enterprise Architect, Server Lead, Network Lead, Service Desk Lead, Development Lead, Cybersecurity Lead, and Asset Management Lead.
- Coordinate subcontractor performance, workshare, staffing, deliverables, and contractual responsibilities.
- Conduct regular program reviews and provide clear performance reporting to Government and corporate leadership.
- Identify emerging technical, staffing, security, schedule, and operational risks and implement mitigation strategies before they impact mission performance.
- Drive continuous process improvement, automation, standardization, knowledge management, and measurable improvements in service delivery.
- Coordinate transition-in activities and maintain continuity of operations throughout contract performance.
- Ensure program activities comply with applicable Army, DoD, cybersecurity, information assurance, quality, and contractual requirements.
- Promote strong communication and collaboration among Government stakeholders, technical teams, corporate leadership, and teaming partners.
- Support modernization initiatives while maintaining the availability, security, and reliability of mission-critical legacy and enterprise systems.
- Foster a performance-oriented culture focused on mission success, accountability, responsiveness, technical excellence, and customer service. Requirements Minimum Qualifications
- Demonstrated experience serving as a Program Manager, Deputy Program Manager, or senior delivery leader for a complex enterprise IT, cybersecurity, engineering, or technical services program.
- Demonstrated experience leading multidisciplinary technical teams supporting enterprise IT operations, cybersecurity, systems/network administration, software development, engineering, service desk, and related technical functions.
- Experience managing overall program execution, including personnel, staffing, schedule, performance, quality, risk, deliverables, customer coordination, and subcontractor performance.
- Experience supporting complex enterprise IT environments, preferably within the Department of Defense (DoD), U.S. Army, or another Federal mission environment.
- Demonstrated ability to manage multiple technical workstreams and Key Personnel while maintaining accountability for overall contract performance.
- Experience establishing and managing KPIs, SLAs, performance metrics, program reviews, risk registers, corrective actions, and continuous improvement initiatives.
- Demonstrated experience working directly with Government Program Managers, Contracting Officers, CORs, technical leadership, cybersecurity organizations, and other mission stakeholders.
- Strong written and verbal communication skills, including the ability to brief senior Government and contractor leadership on program status, performance, risks, staffing, and technical issues.
- Demonstrated ability to lead staffing, transition, onboarding, retention, and workforce management activities for large technical teams.
- Ability to manage subcontractors and teaming partners within an integrated program delivery environment.
- Ability to operate effectively in a mission-focused environment involving both classified and unclassified systems and networks.
- Must possess or be capable of maintaining the security clearance and access required for the assigned position. Program requirements may include Secret, Top Secret (TS), or Top Secret/Sensitive Compartmented Information (TS/SCI) access. For positions involving cyberspace work, personnel must satisfy applicable DoDM 8140.03 qualification requirements and align with the appropriate DoD Cyberspace Workforce Framework (DCWF) work role and proficiency level. - Bachelor's degree in Information Technology, Computer Science, Cybersecurity, Engineering, Information Systems, Business, Program Management, or a related discipline.
- 10+ years of progressive experience supporting complex IT, engineering, cybersecurity, or technical services programs.
- 5+ years of experience managing large DoD or Federal IT programs or similarly complex technical organizations.
- Previous experience managing an Army enterprise IT services contract involving multiple technical disciplines and mission stakeholders.
- Experience managing large technical workforces, including employees, Key Personnel, subcontractors, and geographically or functionally distributed teams.
- Project Management Professional (PMP) certification strongly preferred.
- ITIL, SAFe/Agile, CISSP, Security+, or other relevant program management or technical certifications are desirable.
- Experience with ITIL/ITSM, Agile, DevSecOps, RMF, cybersecurity, enterprise architecture, MBSE, cloud, infrastructure operations, and digital modernization environments.
- Experience leading contract transition-in, transition-out, or major workforce ramp-up activities.
- Experience supporting Army acquisition organizations, Program Executive Offices (PEOs), missile or weapons programs, Redstone Arsenal, classified environments, or other DoD mission organizations is highly desirable.
- Familiarity with Army and DoD policies, cybersecurity requirements, acquisition environments, and enterprise IT governance.
- Experience identifying opportunities for automation, modernization, process improvement, cost reduction, and service-performance improvement.
