Supervisory Park Ranger

Summary You will serve as a Supervisory Park Ranger, within the Department of the Interior, U.S. Fish and Wildlife Service, Region 1, Kauai National Wildlife Refuge Complex, Kilauea, Hawaii. You may be required to work on-call, evenings, weekends, holidays, overtime and shift work. The tour of duty for this position is Tuesday through Saturday. Cost of Living Allowance (COLA) rate of 8.64% is authorized. Duties This position is located within the Department of the Interior, U.S. Fish and Wildlife Service, Fish & Wildlife Service, Region 1, Kauai National Wildlife Refuge Complex, Kilauea, Hawaii. At the full performance level (GS-11) the major duties of this position include, but are not limited to the following: -Develops, manages and maintains a high quality and balanced visitor services program by providing opportunities in compatible wildlife-dependant recreation activities, as appropriate to the refuge, and the secondary uses and other programs that may support them.

• Coordinates with refuge managers, refuge biologists, and the state to develop a comprehensive fishing program as well as develops and implements interpretive and environmental education programs. -Works with the Regional Visitor Services and refuge staff, developing policies and procedures for charging user and entrance fees under the Recreation Fee Demonstration Program and other legal authorities. -Administers the refuge's program for commercial and non-commercial special use permits, and other permits as needed. -Provides technical and administrative supervision for subordinate staff; planning work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work. Minimum Qualification Requirements: To qualify for this position, you must meet the following minimum qualifications: Specialized Experience GS-11: Have at least one year of full-time specialized experience comparable in difficulty and responsibility to the next lower grade level (GS-09) in the Federal Service. Experience must include: 1) Volunteer and Visitor Services program management; 2) Coordinating environmental education programs; 3) Participating in the coordination and development of a Visitor Services Plan; 4) Participating in partnership activities with community organizations and corporations; 5) Identifying requirements and developing scopes of work and cost estimates for Volunteer/Visitor Services activities. OR Have completed three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree related to the occupation: natural resource management, natural sciences, earth sciences, history, archeology, anthropology, park and recreation management, law enforcement/police science, social sciences, museum sciences, business administration, public administration, behavioral sciences, sociology, or other closely related subjects pertinent to the management and protection of natural and cultural resources. OR Possess an equivalent combination of professional experience and graduate level education beyond the second year which together equals 100% of the requirements. Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education You must submit a copy of your transcript(s) to support claimed education if substituting education for experience. Transcripts must include your name, school name, grades, credit hours earned, major(s), grade point average or class ranking, and date the degree was conferred, if applicable.
