Executive Director, Operations (Field Operations)

Summary Organizational Location: This position is with the Department of Homeland Security; within U.S. Customs and Border Protection; in the Office of Field Operations (OFO); Washington, D.C. For more information about U.S. Customs and Border Protection, please visit Duties As Executive Director, Operations, in the Office of Field Operations (OFO), you will assist in carrying out CBP's priority mission of securing our Nation's borders and protecting the United States homeland by providing proactive oversight of daily operations at 20 major Field Offices, over 300 ports of entry, and 15 Preclearance Stations in Canada, Ireland, and the Caribbean. You will oversee daily field operations by: managing all aspects of the Field Offices and exercising line authority over the Field Offices and ports of entry; assuring that OFO national policy is effectively disseminated and implemented at the Field Office and port levels; and maintaining an effective inspection program to evaluate the management and success of field operations. You will actively manage and administer programs and operations that: detect and seize illegal drugs and other contraband being smuggled into the country; apprehend and detain people who attempt to enter the U.S. illegally; detect counterfeit documents; determine the admissibility of people and deny entry to those who are not admissible

• including those who pose a threat; protect American agriculture from harmful pests and diseases and protect consumers from unsafe imported food products; collect duties and fees; and enforce all laws of the U.S., including trade, immigration, customs, and illegal contraband at our ports of entry. Technical Qualifications

(TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications. Candidates must possess experience at the senior level (GS-14/15 level or equivalent) in the job-specific Technical Qualifications (TQs). The TQs measure the technical expertise required by this position and must be addressed within your 2-page resume. It is recommended that corresponding TQs be annotated in parenthesis within your 2-page resume. TQ 1: Knowledge of Federal inspectional laws, rules, regulations, and procedures pertaining to anti-terrorism and border protection/facilitation (e.g., trade compliance, passenger, immigration, agriculture, and cargo operations). TQ 2: Expertise in directing complex planning, evaluation, and analysis services for a large, complex organization or agency.

Executive Core Qualifications

(ECQs): In addition to the Technical Qualification Requirements listed above, all new entrants into the Senior Executive Service (SES) under a career appointment will be assessed for executive competency against the following five mandatory ECQs.
