• Collaborating with stakeholders to make informed decisions SUMMARY This position is based in Storm Water Services and will manage regulatory and compliance-focused Surface Water Quality programs that support the City's federal, state, and local stormwater and surface water quality responsibilities. The position will oversee the City's NPDES MS4 Permit program, Post-Construction Stormwater program, regulatory coordination, watershed monitoring and compliance, enforcement support, policy development, and related program objectives. This position will manage approximately 15 scientists, engineers, and other staff and requires a high level of technical, leadership, communication, regulatory, collaborative, and interpersonal skills. Major Duties and

RESPONSIBILITIES:

• Manage approximately 15 scientists, engineers, and other staff responsible for regulatory surface water quality programs.
• Oversee implementation of the City's NPDES MS4 Permit and related compliance activities.
• Manage the Post Construction Stormwater regulations, including compliance, enforcement, technical guidance, and coordination with development review and inspection staff.
• Stay abreast of federal and state legislative and regulatory activity affecting surface water quality, stormwater management, and municipal compliance requirements.
• Monitor, evaluate, and provide guidance to management regarding proposed federal and state regulations that may affect city operations or requirements.
• Serve in a leadership role in developing policies, procedures, technical guidance, and program improvements.
• Coordinate and maintain positive relationships with state and federal agencies, Planning, CDOT, Charlotte Water, General Services, Charlotte Fire Department, Mecklenburg County, NCDOT, and other partners.
• Oversee the identification and implementation of surface water quality improvement projects and potential grants funded through local mitigation funds.
• Ensure assigned programs work collaboratively with other city departments and divisions.
• Provide management and oversight of assigned program budgets, including operating, capital, and other applicable funds.
• Work with the Storm Water Services Budget Manager to manage funding and cash flows for assigned programs.
• Conduct resource planning to ensure appropriate staffing levels and support organizational adjustments where needed.
• Represent Storm Water Services in presentations to the Storm Water Advisory Committee, professional organizations, internal meetings, and other groups.
• Support professional growth and development of assigned staff.
• Promote an inclusive environment for staff and residents.
• Approach change in a positive manner, speak positively regarding change to others, and set a strong example for staff.

• High level of technical competence in stormwater management, surface water quality regulations, environmental compliance, and municipal stormwater permitting.
• Ability to understand, interpret, and apply federal, state, and local stormwater and surface water quality requirements.

Preferred Qualifications

:

• Knowledge and experience in stormwater management, surface water quality regulation, municipal NPDES MS4 permit compliance, and post-construction stormwater requirements.
• Supervisory experience.
• Experience with regulatory program development, compliance reporting, enforcement, or process improvement.
• Professional licensure or certification related to engineering, environmental science, water resources, stormwater management, natural resources, or a closely related field. MINIMUM QUALIFICATIONS:
• Bachelor’s degree
• Five (5) years of directly related work experience
