The Leidos Health & Civil Sector is seeking a Business Analyst Lead to support the National Institutes of Health (NIH), National Cancer Institute (NCI), Center for Biomedical Informatics and Information Technology (CBIIT) Business Information Technology Solutions Development and Integration Services (BITSDIS) 2 program. ** This posting is for future business – not yet awarded ** The Business Analyst Lead will serve as the primary liaison between Government stakeholders, business owners, scientific program staff, and technical teams to ensure NIH/NCI business needs are effectively translated into modern digital solutions. The successful candidate will lead business process analysis, requirements elicitation, user experience research, digital strategy, and product planning activities supporting enterprise websites, web applications, scientific information systems, and digital communication initiatives. Working closely with communications specialists, software engineers, UX designers, product owners, and project leadership, the Business Analyst Lead will ensure solutions are user-centered, data-informed, compliant with Federal digital experience requirements, and aligned with NIH/NCI strategic objectives. Key Responsibilities

  • Lead business process analysis, requirements elicitation, stakeholder engagement, and process improvement initiatives supporting NIH/NCI scientific, business, and digital services.
  • Collaborate with Government stakeholders, business owners, and technical teams to define business requirements, use cases, workflows, functional specifications, and user stories for enterprise applications.
  • Analyze existing business processes and develop recommendations that improve operational efficiency, customer experience, and organizational effectiveness.
  • Support Agile product development by managing requirements, prioritizing product backlogs, participating in sprint planning, and validating delivered capabilities.
  • Develop creative briefs, business cases, process models, measurement plans, key performance indicators (KPIs), and executive reports to support project planning and decision-making.
  • Conduct user research, stakeholder interviews, usability testing, Voice of the Customer surveys, and web analytics to identify user needs and improve digital products and services.
  • Support NIH/NCI website and digital communications initiatives by ensuring compliance with Federal digital experience standards, NIH branding, accessibility, and web governance requirements.
  • Collaborate with software development, quality assurance, user experience, and communications teams to ensure successful implementation of business requirements and digital solutions.
  • Ensure compliance with applicable Federal policies and standards, including the 21st Century IDEA Act, Section 508, Plain Writing Act, Digital Analytics Program (DAP), OMB guidance, and HHS/NIH digital communications requirements.
  • Prepare and present findings, recommendations, and implementation strategies to Government leadership, while mentoring junior business analysts and supporting continuous process improvement. Required Qualifications
  • Master's degree in Business Administration, Information Systems, Health Informatics, Public Administration, Communications, Human-Centered Design, or a related field.
  • Minimum 10 years of professional experience, including 8 years of specialized experience in business analysis, business process modeling, requirements management, or digital product development.
  • Demonstrated experience analyzing business processes and developing business process models, workflows, use cases, and functional requirements.
  • Experience supporting Agile software development projects, including requirements elicitation, backlog management, user story development, and sprint planning.
  • Experience facilitating stakeholder interviews, workshops, and requirements gathering sessions with executive leadership and cross-functional teams.
  • Experience conducting user research, usability testing, customer journey mapping, or other user-centered design activities.
  • Knowledge of business process modeling methodologies and tools such as BPMN, Visio, Lucidchart, or similar platforms.
  • Experience developing executive reports, business cases, analytical studies, and presentations.
  • Excellent written and verbal communication, facilitation, and stakeholder engagement skills.
  • Ability to obtain and maintain the required Federal suitability or security clearance.
  • Ability to obtain and maintain a Public Trust / ADPII Clearance. Preferred Qualifications
  • Experience supporting CBITT or other NIH centers and divisions or other HHS organizations.
  • Experience supporting Federal digital services, website modernization, or public-facing web applications.
  • Knowledge of NIH communications policies, digital governance processes, and the NIH New Website/Web Application approval process.
  • Experience using web analytics platforms, Digital Analytics Program (DAP), Google Analytics, Adobe Analytics, or similar tools to evaluate digital performance.
  • Experience with user-centered design, human-centered design, customer experience (CX), accessibility, and digital communications strategies.
  • Familiarity with Federal digital requirements, including the 21st Century Integrated Digital Experience Act (IDEA), OMB Memorandum M-23-22, Section 508, the Plain Writing Act, and related HHS digital policies.
  • Professional certifications such as Certified Business Analysis Professional (CBAP), PMI Professional in Business Analysis (PMI-PBA), Certified Scrum Product Owner (CSPO), SAFe Product Owner/Product Manager, or comparable Agile and business analysis certifications.
  • Experience leading multidisciplinary teams and mentoring business analysts supporting large-scale Federal IT modernization initiatives. Desired Characteristics

Pay Range: Pay Range $92,300.00 - $166,850.00 The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary.
