Supervisory Social Science Analyst

Summary This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Evaluation and Inspections. Resumes must be no more than 2-pages in length. Duties This position is located in the Office of Evaluations and Inspections (OEI)/Headquarters or Regional Offices. Duties are at the GS-14 level, and include but are not limited to the following; Overseeing large-scale evaluations that promote quality, safety, and value of Departmental programs and the people they serve, and that aim to detect, prevent, and respond to fraud, waste, and abuse. Managing and responding to multiple ongoing assignments, which are successfully completed in a timely manner and result in high-quality products with a high potential for impact. Leading a team to work effectively and efficiently in conducting evaluations. Guiding staff to represent the most salient findings, supported by the strongest evidence, in evaluation reports. Coaching, mentoring, and motivating staff to achieve desired results for completion of assignments. Ensuring the appropriate balance of project ownership between team leaders and program analysts. Providing constructive feedback that promotes staff skill development, addresses performance issues, and appropriately recognizes achievements, while demonstrating diplomacy and tact in all interactions. Interpreting and applying laws, regulations, and policies/procedures in evaluating Departmental program areas such as Medicare, Medicaid, public health (e.g., community health centers), and human services (e.g., Temporary Assistance for Needy Families, Foster Care) for policymakers. Providing guidance to staff on the evaluation process and directing the development of new project ideas, comprehensive designs, discussion guides, and data collection instruments for use in completing evaluation projects. Planning, conducting, and managing complex, comprehensive program evaluations and analyses in adherence to the CIGIE Standards, and using a broad range of evaluation methodologies. Basic Requirements: Applicants must have completed a 4-year course of study in an accredited college or university leading to a bachelor's or higher degree in a behavioral or social science; or related discipline appropriate to this position (must submit copy of unofficial transcripts) OR; Must have 4 years of appropriate experience that demonstrates you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field OR; Must have a combination of the education and experience described above (must submit a copy of unofficial transcripts) Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: 1) developing, planning, and directing comprehensive, data-driven evaluations of public health and human services programs (e.g., Medicare, Medicaid, and Public Health Services); 2) identifying complex programmatic and systemic issues and appropriate criteria; 3) performing complex analytical studies and synthesizing results to recommend program improvements; 4) utilizing qualitative and quantitative analytical techniques (including statistical analyses software such as R, SAS, SPSS, SQL, and Python); 5) managing and producing reports and other products in a timely manner, consistently meeting established deadlines and ensuring effective coordination to keep work on schedule; 6) communicating technical and non-technical information, orally and in writing, to diverse audiences (e.g., internal teams, senior leaders, and external stakeholders) in a clear and concise manner; and 7) leading teams and coaching others in skill and professional development. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
