Statistician (Health)

Summary This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Office of Financial Management, (OFM). As a Statistician (Health), GS-1530-13, you will evaluate HHS program data, conduct and evaluate data surveys; perform statistical studies on prices, utilization, and costs related to health care, human services programs, and research activities; and provide statistical guidance on matters concerning HHS programs. Duties Leading complex statistical studies on health and human services issues. Advising senior officials on statistical methods, study design, and interpretation of results. Conducting statistical research using health, survey, administrative, and utilization data. Developing statistical methods for sampling, data linkage, imputation, modeling, and analysis. Evaluating statistical data, reports, systems, and procedures for quality and reliability. Providing technical leadership and guidance on complex statistical methods and studies. Preparing and presenting statistical findings through reports, publications, and presentations. Qualifications

In order to qualify for the GS-13 grade level, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-12 grade level in the Federal government, obtained in either the private or public sector, to include: Initiating statistical studies to identify, analyze, and report on improper payments of Part C & D programs. Providing oversight to statistical contractors on improper payment data tasks and verifying all deliverables. Conducting complex statistical research and applied advanced computational techniques to evaluate Medicare Part C & D payments in preparation of improper payment estimates. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade: To be eligible, current Federal employees must have served at least 52 weeks (one year) at the next lower grade level from the position/grade level(s) to which they are applying. Education Education Requirement: In addition to meeting the qualification requirements, all candidates must have the following educational requirements: Have successfully completed a degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), AND 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. NOTE: Credit toward meeting statistical course requirements are given for courses in which 50 percent of the course content appears to be statistical methods (e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing). OR Have a combination of education (as shown in A) plus appropriate experience or additional education. My experience includes a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.
