Supervisory Procurement Analyst

Summary The incumbent serves as a Supervisory Procurement Analyst and will be responsible for planning and carrying out the acquisition activities required, including serving as a recognized authority to develop and interpret existing procurement guidelines, policies, regulations, and legislation. Serves as the recognized agency authority to interpret procurement guidelines, review acquisition strategies, and advise senior leadership, including the Senior Procurement Executive (SPE). Duties As a Supervisor Procurement Analyst, your duties and responsibilities include, but are not limited to the following: Directs the development, revision, and maintenance of the agency's acquisition regulation supplement and associated instruments, ensuring requirements remain current, legally sufficient, operationally effective, and responsive to changes in federal and Departmental acquisition guidance. Partners with Department of Energy acquisition leadership, the Senior Procurement Executive (SPE), Heads of Contracting Activities (HCAs), legal counsel, program offices, and other stakeholders to develop and deliver sound, practical acquisition guidance and solutions for the 1102 workforce and agency mission organizations.-Evaluates emerging acquisition legislation, regulations, executive direction, and government-wide initiatives to determine organizational impacts and leads implementation of necessary acquisition guidance, procedural, and operational changes Directs an agency-wide procurement oversight and compliance program designed to assess the effectiveness of acquisition operations, identify systemic risks and trends, and ensure contracting activities comply with applicable federal, departmental, and agency requirements. Oversees procurement management reviews, internal control assessments, compliance reviews, data analyses, and other oversight activities; evaluates findings and trends and directs or recommends corrective actions, policy changes, training, and management interventions to strengthen acquisition performance. Provides leadership and oversight for an agency-wide recurring monthly acquisition training program for the 1102 contracting workforce, ensuring training addresses regulatory and policy changes, emerging acquisition practices, recurring compliance issues, lessons learned, and organizational priorities. Directs the identification of workforce knowledge gaps and coordinates with policy experts, contracting activities, program offices, and subject matter experts to develop timely training, tools, templates, job aids, and other resources that improve the quality and consistency of acquisition execution. Exercises the full range of supervisory responsibilities, including establishing organizational priorities; assigning and evaluating work; setting performance expectations; developing employees; addressing performance and conduct matters; identifying staffing and resource requirements; and fostering accountability, collaboration, and continuous improvement. Serves as an acquisition advisor and organizational representative to the SPE, HCAs, contracting activities, program offices, and Departmental stakeholders, ensuring complex acquisition matters are addressed collaboratively and procurement solutions effectively support mission requirements. Qualifications All applicants must meet the Individual Occupational Requirements (basic requirements) AND Specialized experience outlined below. Individual Occupational Requirements (IOR) A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions, with at least 1 year of specialized experience at or equivalent to the NQ-03 or GS-14 level. and B. Completion of a 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.)

Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. Waiver: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action. Specialized Experience A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower NNSA pay band level or GS grade level in the Federal Service, i.e., NQ-03 or GS-14. Specialized experience for this position is defined as directing the day-to-day management activities and providing leadership to an organization engaged in procurement and administration of complex, large scale, long-term multi-million-dollar contracts. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
