Duties and Responsibilities of the Deputy Project Manager Project Management and Coordination · Assist the Project Manager in the overall planning, management, and execution of the DED. · Coordinate multidisciplinary teams including bridge engineers, highway engineers, geotechnical engineers, hydrologists, environmental specialists, social safeguards specialists, economists, and survey teams. · Monitor project schedules, deliverables, resource allocation, and compliance with the approved work plan. · Ensure timely completion of all study activities and contractual obligations. · Support the implementation of quality assurance and quality control (QA/QC) procedures for all project outputs. Technical Leadership · Review and provide technical guidance on all engineering design and investigations. · Ensure consistency and integration among the various technical disciplines involved in the project. · Review survey, geotechnical, hydrological, hydraulic, and traffic investigation results. · Verify that all technical studies conform to DPWH, ADB, and relevant international standards and guidelines. DED Preparation · Assist in the preparation and review of DED documentation. · Ensure that engineering, economic, financial, environmental, social, institutional, and implementation analyses are properly integrated into the DED. · Review technical reports, calculations, drawings, and supporting documentation. · Ensure that recommendations are technically sound, economically viable, and implementable. Stakeholder Coordination · Facilitate coordination with DPWH, ADB, LGUs, concerned government agencies, and other stakeholders. · Participate in meetings, workshops, consultations, and technical discussions. · Assist in addressing comments and resolving issues raised by the Client and stakeholders. · Support public consultations and stakeholder engagement activities related to the project. Procurement and Contract Support · Assist in the preparation and review of technical documentation related to subsequent detailed engineering design and project implementation. · Provide inputs for procurement packaging, cost estimates, and implementation planning. · Review construction methodologies and implementation strategies. Safeguards and Compliance · Coordinate with environmental and social safeguard specialists. · Ensure compliance with ADB Safeguard Policy Statement requirements and Philippine regulatory requirements. · Monitor incorporation of environmental, social, gender, climate resilience, and disaster risk reduction considerations into the DED. · Ensure that right-of-way, resettlement, and environmental concerns are adequately addressed. Report Preparation and Quality Assurance · Review inception, interim, draft final, and final DED documentation. · Ensure all documents meet contractual requirements and quality standards. · Consolidate comments from specialists and ensure incorporation into final submissions. · Verify that all supporting technical data, calculations, and annexes are complete. Risk Management · Identify technical, schedule, and stakeholder risks that may affect project delivery. · Recommend mitigation measures and contingency plans. · Monitor critical project issues and report them to the Team Leader and Client. Minimum Qualifications

  • Bachelor's degree in Civil Engineering.
  • Registered Civil Engineer.
  • Master's degree in Structural Engineering, Transportation Engineering, Project Management, is an added advantage.
  • At least 15 years of professional experience in infrastructure projects.
  • Significant experience in bridge and transportation projects.
  • Experience in feasibility studies and detailed engineering design.
  • Experience in ADB-, World Bank-, JICA-, or other donor-funded projects.
  • Demonstrated capability in managing multidisciplinary teams. Key Competencies
