Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer.   • Serves as the principal authority and Program Manager for the enterprise Public Safety Systems (PSS) portfolio, directing overall capability lifecycle management and strategic execution.
  • Serves as a primary Subject Matter Expert (SME), providing authoritative technical guidance and strategic advisory support to executive-level officials across the DoN and other government agencies.
  • Develop and execute PSS projects, life cycle/technical refresh and cyber security authorization for assigned capability areas.
  • Assigns work to subordinates based on priorities, the difficulty of the work to be performed, and the capabilities of employees and has the responsibility for finding ways to eliminate significant bottlenecks and barriers to production. Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Directs the development, establishment, and sustainment of Enterprise technical baselines for Physical Security Equipment (PSE), Emergency Management, and Fire and Emergency Services, 2) Oversees a complex program portfolio, directing Program Objective Memorandum (POM) submissions and budget formulation in coordination with key stakeholders, 3) Develops and executes large-scale Public Safety Systems projects utilizing the Tailored Acquisition Lifecycle process to rigorously manage cost, schedule, and performance across all acquisition phases, 4) Exercises full supervisory responsibilities to include planning, assigning, and evaluating the work of a diverse team of professional and technical personnel supporting the PSS mission, and 5) Formulates and establishes comprehensive enterprise policies, standards, and governance frameworks to ensure PSS programs align with broader defense priorities and statutory requirements. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies or knowledge, skills and abilities necessary to successfully perform the duties of the position. Such experience is typically in or directly related to the work of the position to be filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
