Summary About the Position: As Lead Project Environmental Compliance Coordinator (ECC) , serves as the technical expert on all environmental compliance activities related to hazardous substances and materials, and advisor to the Project Manager. Responsible for planning, training, scheduling, coordination and proper implementation of all related activities. Duties

  • Utilize an in-depth knowledge of all Federal and State regulations, such as RCRA, CERCLA, and Federal Code of Regulations governing the handling of hazardous materials and disposal of hazardous waste.
  • Utilize of organic and inorganic chemistry to HTW situations, to understand and advise on how different organic compounds react with each other, and the effects of various organic compounds and heavy metals on human beings and the environment.
  • Serve as Project ERGO Coordinator, (Environmental Review Guide for Operations); receives and provides information, and maintains communication with the District ERGO Coordinator.
  • Serve as Incident Commander for spills affecting the project. Annually trains "First Responders" to perform safe and effective spill contaminant actions.
  • Maintain certification for asbestos removal and either supervises asbestos removal contracts or assures proper removal and disposal of asbestos contaminated materials and fibers by the District Team. Specialized Experience GS-09: One year of specialized experience which includes 1) Assisting in the implementation of Federal, State, and local environmental rules and regulations (such as RCRA, CERCLA, and National Fire Code standards); 2) Conducting routine inspections of hazardous material and waste accumulation areas; and 3) Participating as an active response team member in hazardous substance spill containment and emergency response operations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. Specialized Experience GS-11: One year of specialized experience which includes 1) Managing the collection, compliant storage, inspection, transportation, and manifest documentation for the disposal of hazardous and toxic materials; 2) Planning, leading, and coordinating Oil and Hazardous Substance Incident (OHSI) and spill response activities; and 3) Overseeing environmental compliance programs involving drinking water, sewage treatment systems, stormwater runoff, and groundwater. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
