Facility Operations Specialist

Summary This position serves as a Facility Operations Specialist located at the Raven Rock Mountain Complex (RRMC). RRMC is on one of the Nation's premier facilities, providing support to various Department of Defense (DoD) tenants in an all-hazards environment. Duties Incumbent typical work assignments may include the following: Directs and manages the daily operation, maintenance, and reliability of mission-critical facility infrastructure, including electrical distribution, power production, chilled water systems, HVAC/air distribution, domestic water, and compressed air systems, ensuring uninterrupted support for continuous operations. Monitors real-time utility system performance utilizing SCADA, industrial control systems, meters, and advanced alarm networks; conducts technical utility load analyses to verify systems operate within engineered design capacities and implements corrective adjustments. Serves as the Watch Commander within the Building Operations Command Center (BOCC), leading emergency response activities, executing rapid troubleshooting of critical system failures, utilizing redundant equipment, and dispatching maintenance personnel or contractors to maintain continuous mission capability. Leads the commissioning, integration, and functional testing of industrial control systems (ICS), programmable logic controllers (PLCs), variable frequency drives (VFDs), and motor control centers to validate equipment performance, diagnostic accuracy, and compliance with operational standards. Qualifications Mission Essential Employee Definition: Mission essential employees may be required to report for, or remain at, work in dismissal or closure situations due to adverse weather conditions, natural disasters, or other emergency situations ( e.g., building closure due to power outage) causing disruptions of government operations, and are required to maintain contact with their supervisor during any dismissal or closure situation unless specifically excused by their supervisor. If selected at the GS-11 level, noncompetitive promotion to the full performance level GS-12 is authorized without further competition when selectee is eligible & recommended by management. • Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Specialized Experience
• Examples of qualifying specialized experience include: Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. In addition to the IOR listed above, you must meet the requirements described below. You may qualify at the GS-11 level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the GS-09 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: Coordinating the operation, repair, maintenance, construction and/or installation of machines, tools, equipment, buildings and grounds. OR Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Engineering, Industrial Arts, Property Management, or Business Administration. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience. Active Duty Service

MEMBERS: Federal agencies treat active duty service member as veterans, disabled veterans, and preference eligible, when they submit, as part of their application package, a "certification" of active service in lieu of a DD-214, indicating the service member is otherwise eligible and will be discharged or released within 120 days from the date of submission..
