Description of Work About NCEM: The mission of North Carolina Emergency Management (NCEM) is to enhance North Carolina's resiliency through active collaboration, communication, and coordination of efficient and effective preparedness, response, recovery, and mitigation of all natural and man made hazards and threats. It is part of the NC Department of Public Safety (NC DPS). About Hazard Mitigation: The primary mission of the Hazard Mitigation Section is to manage and implement efficient and effective disaster recovery programs as authorized under NC General Statute 166A and other relevant legislation About the Position: Primary Duties/Responsibilities of Position: The County/State Boundary Surveyor performs professional land surveying, geodetic, legal boundary research, and field data collection and verification supporting the maintenance and documentation of North Carolina’s county and state boundary datasets. The position investigates boundary locations; evaluates historical, legal, and survey evidence; conducts field surveys; and prepares accurate spatial data, signed and sealed survey plats (NC General Statute 47-30 plats), survey reports, and supporting records. This role supports the authoritative county and state boundary information used for planning, siting, impact analysis, mapping, transportation coordination, and other public purposes throughout North Carolina’s 100 counties. ( Essential Duties and Responsibilities

  • Conduct field surveys to locate, recover, verify, and document county and state boundary monuments, corners, lines, and related survey control.
  • Research deeds, plats, legislative acts, court decisions, historic maps, survey records, geodetic control records, and other evidence relevant to boundary determination.
  • Apply sound boundary-surveying principles to analyze potentially conflicting physical, documentary, and geospatial evidence.
  • Perform GNSS/GPS, total-station, leveling, terrestrial measurement, and other survey observations needed to establish or verify boundary positions.
  • Process, adjust, quality-check, and document survey observations using accepted geodetic and land-surveying methods.
  • Develop and maintain NC General Statute 47-30 plats, signed and sealed survey reports, coordinate geometry, metadata, maps, and associated records for county and state boundaries.
  • Prepare county/state boundary plats, legal descriptions, exhibits, survey reports, technical memoranda, and recommendations for internal and external stakeholders.
  • Sign, seal and record county/state boundary plats in county Register of Deeds and provide the data to the Secretary of State’s office.
  • Maintain clear documentation of methodology, source evidence, monument condition, coordinate values, datum information, and survey accuracy.
  • Coordinate with county governments, adjoining states, federal agencies, Professional Land Surveyors, attorneys, property owners, NCDOT units, Secretary of State and other public agencies regarding boundary-related matters.
  • Respond to requests for technical information and provide professional guidance concerning the appropriate use and limitations of published boundary data.
  • Assist in reviewing and updating statewide county boundary and state boundary mapping products.
  • Follow all applicable safety procedures, including safe work practices near roadways, in remote areas, and around active construction or transportation facilities.
