Summary of

DUTIES: The purpose of the position is to provide support for recruitment and placement, military technician compatibility, permanent change of station moves, pay setting, recruitment/retention/relocation (3R) incentives, advanced in-hire rates, and reduction-in-force actions. Work is performed for either Army (ARNG) or Air National Guard (ANG) full-time employees within the State. Determines candidate eligibility and performs qualification analysis of eligible applicants. Reviews and verifies information on requests to fill actions to ensure accuracy and applicability and research applicable regulatory guidance and recommends effective and alternative recruiting actions. Initiates recruitment action and processes through established Request for Personnel Action (RPA) channels. Creates RPAs that pertain to a wide variety of moderately complex personnel actions and manpower situations by determining appropriate Nature of Action, legal authority, salary, veteran's preference, required remarks, and the impact to the employee, the supervisor, and the agency. May assist higher graded Specialists in calculating estimates to provide technicians with permanent change of station moves initiation of transportation agreements and completion of travel orders authorizing various entitlements. Performs other duties as assigned. Specialized Experience

for GS-09 and GS-11: 1-year specialized experience must be equivalent to at least the next lower grade. Specialized experience is experience that prepared the applicant to perform the duties of the position. The applicant's educational-degree study program or military or civilian academic courses may substitute for some specialized experience. An applicant must demonstrate the specialized experience competencies (skills, knowledge, abilities and behaviors) to qualify for a position identified by its position grade and career level. Specialized experience factors encompass human resources program's business competencies, familiarity with the subject matter or processes used in human resources programs associated with DoD, U.S. Army, or U.S. Air Force.

Conditions of Employment

& NOTES: 1. Must be able to obtain and maintain the appropriate clearance designated at the State through the use of the Position Designation Tool. 2. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission. 3.Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day. 4. May require travel in military and/or commercial aircraft to perform temporary duty assignments. 5. The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver's license is mandatory. 6. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).

IAW 5 CFR 302.203, the following, among others, may be included as disqualifying reasons: Dismissal from employment for delinquency or misconduct; Criminal, infamous, dishonest, immoral, or notoriously disgraceful conduct; Intentional false statement or deception or fraud in examination or appointment; Habitual use of intoxicating beverages to excess; Reasonable doubt as to the loyalty of the person involved to the Government of the United States; Any legal or other disqualification which makes the individual unfit for service; Lack of United States Citizenship. i. Training/Certification requirements. All applicants for a position with designated developmental training requirements must be informed in advance that failure to complete the required certifications/course(s) will be cause for removal from the position. An example of required developmental training is proponent course(s) at the National Guard Professional Education Center.
