Summary As the Business Manager/Administrative Officer of Primary Care, the primary purpose of this position is to improve the quality, efficiency, and effectiveness of Primary Care and programs necessary to achieve the highest level of patient care. The incumbent will direct administrative functions, including human resources management, budget and finance, quality management, time and attendance, credentialing, privileging, travel, and education. Duties Primary Duties of the Management and Program Analyst (Primary Care) Responsible for formulation and execution of annual budget including salaries, contracts, travel, supplies, equipment, and all other general operating expenses. Responsible for any Primary Care fund control points. Incumbent gathers and analyzes budget needs of the service and supervises all phases of budgeting within administrative requirements. Assembles and compiles budget information and maintains running account of funds allocated and expended in all sub accounts and makes interim adjustments where necessary by applying the basic knowledge and understanding of budgetary policies, procedures, and regulations. Assists and coordinates in facilitating education and completion of actions to optimize efficiency and effectiveness in access to include proper scheduling/electronic wait list/recall system, consult completion, encounter actions required, clinic set up and to assure accurate and up-to-date information in relation to the Managerial Cost Accounting (MCA). Reviews resource allocation decisions involving Service funds. Independently conducts cost-effectiveness studies for scarce medical services. Considers all aspects of new or established programs, including statutes, policies, objectives, workload models, resource estimates and utilization, issues, constraints, impacts, and concerns related to other organizational components Responsible for procurement and contracting in the Primary Care. Serves as the primary Contracting Officer's Technical Representative (COTR) for the Primary Care. Prepares correspondence to a wide variety of internal and external customers. Initiates and prepares monthly cost and status reports. Evaluates contract provider services and makes recommendations to improve services and for costs. Responsible for all administrative operations and coordinates optimal functioning of the Environment of Care. Integrates the administrative goals of the Primary Care with the Healthcare System, VISN, and VHA goals and objectives to enhance optimal functioning of the service. Responsible for compliance and oversight of contracted services and serves as a COTR for various contracts. Independently and/or collaboratively develops and implements guidelines and standard operating procedures to promote quality and effectiveness. Evaluates and reports to the Chief of Primary Care on program accomplishments in the attainment of established goals and objectives. Work Schedule: Monday

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Formulation and execution of annual budgets including salaries, contracts, travel, supplies, equipment and all other general operating expenses Procurement and contracting including generating purchase requests and procurement packages Administrative operations and coordinates optimal functioning of the Environment of Care.
