Summary Veteran's preference does not apply to DHA recruitment Click on "Learn more about this agency" button below to view Eligibilities being considered and other IMPORTANT information The primary purpose of this position is to serve as the Director of the AFTC Strategic Services Directorate, directing or supporting the activities of DoD funded acquisition efforts. Duties Leads, manages, directs, or is responsible for activities either directly, or in support of, DoD funded acquisition efforts. Exercises supervisory personnel management responsibilities at least 25% of the time. Delivers presentations on program status, accomplishments, problems/analysis/solutions, requirements for support, and promotion of program objectives to senior military officers and civilians in other program offices of the command, and with using and supporting commands. Represents the program office at higher levels within the organization and contractor organizations. Works in conjunction with the contracting officer to approve terms and conditions set forth in contract negotiations, contracting plans, budgets, and changes to the scope of work to be done by the contractor. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Group Coverage Qualification Standard for Administrative and Management Positions located here. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-03, equivalent to the next to lower grade GS-13 or equivalent in the Federal Service. Specialized experience is leading DoD acquisition programs, supervising multidisciplinary personnel, communicating program status to senior leaders, representing the program office, and partnering with contracting officers on contract terms, budgets, and scope changes. Ideal Candidate: The ideal candidate is a seasoned executive capable of advising senior leadership on large-scale services acquisition portfolios and translating complex data into actionable strategies. The individual must be skilled at building strategic coalitions with high-level stakeholders and representing the organization's interests in critical executive forums for programs exceeding $1OOM. source selections to drive enterprise-wide efficiencies in politically sensitive environments. Ability to serve as the principal advisor to Executive Directors and Senior Leadership. Requires demonstrated skill in governing large-scale Services Acquisition Portfolios, establishing enterprise metrics, and translating complex operational data into actionable executive decision frameworks Demonstrated skill in standardizing acquisition processes across an enterprise. Candidates must possess the ability to champion and track Category Management and Spend Under Management (SUM) initiatives to drive organizational efficiencies and multi-million-dollar cost savings. Ability to build, maintain, and leverage crucial working relationships with high-level stakeholders (e.g., AFMC, OAF Services PAE, and Senior Center Functional Chiefs). Requires the skill to negotiate complex inter-agency processes and synchronize enterprise-wide acquisition strategies. Experience in representing organizational interests and commanding authority at critical highlevel forums, including Early Strategy and Issue Sessions (ESIS) and Acquisition Strategy Panels (ASP). Must have the capability to provide strategic oversight for major programs exceeding $100M. Mastery of defense acquisition regulations (specifically DAFI 63-138 or DoD equivalent). Requires the ability to proactively analyze, interpret, and integrate shifting statutory policies and Executive Orders into agile, com pliant enterprise workflows. Expert knowledge of Services Category I (SCAT I) source selections and various contract types. Candidates must demonstrate the ability to navigate politically sensitive environments, structure resilient acquisition strategies, and mitigate risks amidst heavy scrutiny and congressional interest. Knowledge of safety and security regulations, practices, and procedures. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
