Job Description: Job Description Identity is where trust begins – and where fraud begins too. Synthetic identities, stolen credentials, deepfakes and AI-generated documents are making it harder than ever to answer the most fundamental question in banking: is this person who they claim to be? We need a solid, forward-looking technologist to lead our Identity Technology practice within Customer Identity & Access Management, part of Enterprise Protect. This is a global role with end-to-end ownership of TD's identity verification and proofing technology across the North American footprint. You will lead the engineering, delivery and operations of the services that establish and verify customer identity at account origination and at every high-risk moment thereafter – including document verification services (DVS), biometric and liveness verification, out-of-wallet / knowledge-based verification through credit bureau integrations, and trusted digital identity network services such as Interac verification and document services. These identity capabilities are delivered on TD's CIAM platform rails – the Transmit Security platform serving Canadian customer journeys and the Ping identity suite (PingFederate, PingDS, PingAM) underpinning U.S. identity services – all deployed and evolving on Microsoft Azure. We're looking for an individual with a strong engineering background – hands-on depth in identity verification platforms and full stack development – combined with experience managing multi-million-dollar, complex technology delivery portfolios. More importantly, we need someone who thinks beyond tactical solutions, sees the strategic “big picture” from an Enterprise and global perspective, and delivers innovative, modern, scalable and sustainable identity solutions for the Bank. This role reports directly to the AVP, Customer Identity & Access Management Technology, with end-to-end accountability for the global identity verification portfolio supporting customer onboarding, KYC-aligned identity proofing, and step-up verification across TD's digital, mobile, branch, contact centre and partner channels. Role Accountabilities: Strategic

  • Own the technology applications and services related to customer identity verification and proofing for TD globally – from strategy to execution to support;
  • Own the strategic direction for TD's identity verification capability stack – document verification (DVS), biometric/liveness verification, out-of-wallet knowledge-based verification, credit bureau identity services, and digital identity network integrations (e.g., Interac) – as part of the larger North American identity roadmap;
  • Oversee and be accountable for the end-to-end delivery and operations of identity technology solutions with a clear focus on strategic planning, client communication, resourcing, and financial costs on a long-term basis;
  • Accountable for the end-to-end technology product roadmap and engineering leadership for Identity, including design, development, testing and deployment – leveraging test automation, CI/CD and modern DevSecOps practices on Azure;
  • Drive the modernization of identity verification – orchestrating document, biometric, bureau and network-based signals into risk-appropriate verification journeys – in partnership with Fraud, AML/KYC, Cyber and Channels partners;
  • Defend the front door: evolve TD's defenses against synthetic identity, AI-generated documents, deepfakes and identity-enabled fraud, in step with a rapidly shifting threat landscape;
  • Ensure a full understanding of business requirements and apply knowledge to escalate/prioritize delivery of new and existing projects;
  • Accountable for alignment of identity technology solutions with TD technology strategies, and with Enterprise Protect, AML/KYC, Channels, Payments and business-line strategies (Target Operating Model Architecture end state);
  • Act as an integrator of solutions; understand industry digital identity trends (verifiable credentials, digital identity wallets, government digital ID programs, identity networks) and target-state capability to provide flexible next-generation approaches that balance customer experience with security, regulatory obligations, cost and risk;
  • Ensure ongoing focus on reusability, scalability, and enterprise-wide identity services – one verification capability consumed by many journeys – to maximize returns on the identity applications/platform suite across all markets;
  • Coordinate identity technology efforts across all CIO organizations, ITS, Architecture, OCISO, ED&A, and other delivery partners;
  • Ensure operational, reputational, and regulatory risks (including KYC/AML identity obligations and privacy requirements for biometric and personal data) are understood; provide advice toward minimizing risk and escalate where appropriate;
  • Maintain proficient knowledge of the competition, customer / industry trends and identity technology innovation; identify opportunities for research and suggest solutions as appropriate;
  • Ensure alignment of vendor technology roadmaps (document verification, biometric, bureau, Interac and digital identity network providers, alongside Transmit Security, Ping Identity and Microsoft) to TD technology strategy;
  • Communicate business vision / goals and portfolio priorities to team members; and
  • Be a leader with influence – promote and drive synergies and common identity solutions across Enterprise Protect. Tactical (Delivery)
  • Act as the “go-to” for your counterparts to provide secure, stable identity verification solutions to business problems and requirements;
  • Responsible for oversight and delivery of technology projects across the global Identity practice, spanning Canadian and U.S. platforms and vendor services;
  • Establish the approach for technology deployments and manage cross-platform, cross-vendor and cross-border dependencies to align with the integrated plan and reduce risk of organizational constraints;
  • Work with business leaders to confirm solutions are functionally aligned to a fit-for-purpose product vision;
  • Partner with clients/businesses in developing business cases, RFI/RFP, contracts, service level agreements, etc. consistent with business objectives and technology standards/architecture;
  • Oversee and support the demand management process from intake through final approval and initiation of delivery execution with respective management teams, business partners, and stakeholders; and
