Summary The Health System Specialist is responsible for developing educated, competent employees throughout Community Care (Outpatient). The incumbents work independently to propose, plan and implement training. Analyzes and evaluates the effectiveness of programs or operations in meeting established goals and objectives. Duties Duties to include but not limited to the following: Training Duties: Instructs courses covering a wide variety of topics in well-established areas of a subject-matter field, including but not limited to automated/computer-based Scheduler programs, VHA software applications. Translates technical jargon and complex terms into simpler explanations. Demonstrates specific actions to learners during instruction to ensure compliance with complex technical, regulatory guidance. Identifies skills gaps and utilizes practices to close them that are appropriate and aligned. Responsible for identifying and determining training priorities, conducts educational surveys, provides training, and administers programs. Provides administrative assistance to services and training programs that announce various workshops and training programs offered by the facility and/or VISN. Provides information concerning available training and makes all arrangements for facility training to occur. Provides information concerning available training, arranges for instruction, prepares reports and help facilitate courses. Program Administrative Duties: Incorporates the development and implementation of training program courses, including but not limited to VHA software programs, and employee development. Develops and implements strategies for effective communication of training program information. Participates in program planning meetings. Provides support for updating all Learning Service documents for service line Share Point site. Performs duties involving education policies and programs. Assists subject matter experts with the development of learning objectives, selection of appropriate instructional technology strategies and delivery systems for each activity. Collects information for analyses of training program courses and ensures effective operation of training program activities. Identifies and recommends ways of eliminating, combining, simplifying, or improving procedures and processes. Reviews new programs and/or curricula for possible inclusion in the learning & development training inventory. Develops reporting procedures, sampling techniques, and measurements at various points in the business cycle to identify problem areas or inherent weaknesses in work processes, procedures, information systems and content. Program Tracking Duties: Develops program objectives into viable programs. Develops essential surveys and questionnaires to evaluate training needs and training outcomes; Instruct courses covering a wide variety of topics. Uses a variety of teaching modalities to meet learners' needs; organize and interpret course materials to best communicate and motivate learning. Applies principles, practices, and techniques of adult learning and use effective oral and written communication skills. Collects, collates, researches, analyzes track and trend educational program information. Provides technical input for purchasing training; Develops and delivers briefings, develop surveys, questionnaires, assessments, spreadsheets, statistical and administrative reports. Develop guidelines, instructional methods, materials, etc., and new or improved applications of educational technology to training programs. Work Schedule: Monday thru Friday 7:30 am

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: proposes, plans and implements training, incorporates the development and implementation of training program courses, develops program objectives into viable programs, develops essential surveys and questionnaires to evaluate training needs and training outcomes. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree, Or LL.M in the related field of the position to be filled (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). The education portion must include courses that demonstrate the knowledge, skills, and abilities necessary to do the work of this position. Education must have been obtained in an accredited college, or university. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR, Education and Experience : Equivalent combination of successfully completed graduate level (beyond a master's degree) and specialized experience as described above to meet total experience requirements. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of this position (i.e., hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration). NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. Experience must be clearly indicated in your resume.To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position A transcript must be submitted with your application if you are basing all or part of your qualifications on education.
