Summary This position is in the U.S. Department of Education (ED), Federal Student Aid (FSA), Chief Technology Division, Organization Services Division. FSA manages the administrative and oversight functions supporting programs authorized under Title I and Title IV of the Higher Education Act of 1965. As a IT Specialist (PLCPLN) 'Contract Off Rep', GS-2210-13, you will be responsible for: Supporting operations, maintenance, development, and security activities, including system design, documentation, testing, installation, implementation, and audit response/readiness, of new and existing finance systems. Serving as the Contracting Officer Representative (COR) to manage FSA's equities in one or more technology acquisitions, holding responsibility for a full array of contract administration duties, across the full acquisition lifecycle, and in accordance with applicable laws, regulations, directives, policies, and publications. Contributing to Agency goals for cost efficiency and proper payments by monitoring contract and contractor performance and, prior to invoice authorization/payment, ensuring customer requirements are met in agreement with contract terms and that invoices are accurate and otherwise acceptable, per applicable statute/regulations. Proactively evaluating technology contracts and related financial information against FSA technology and business/stakeholder needs,and rendering expert analyses and recommendations for contract or program action(s) intended to increase efficiency, improve operations, or otherwise facilitate FSA in meeting its strategic goals/objectives. Supporting efforts to conduct various funding estimations, formulations, apportionments, and executions throughout the Federal budgeting and financial reporting lifecycles. Qualifications Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1.Experience as a Contracting Officer Representative in a large, multifaceted (nationwide/Enterprise-level) Federal Agency (or equivalent) Program, independently and successfully managing large and/or intricate procurement actions across the full acquisition lifecycle, in support of strategic goals/objectives. 2. Experience as a leader of technology acquisition programs for national/Enterprise-level Federal technology programs/operations (or equivalent) , analyzing financial and operational data and procedures, and formulating recommendations for senior leadership on matters related to the improvement of technology management and/or technology acquisition programs and the innovation and implementation of new technologies or operational procedures. 3. Experience in Federal (or private equivalent) technology programs monitoring and analyzing large quantities of Multifaceted technology procurement financial information and developing data-driven budget planning, programming, execution, and evaluation documentation, including budget justifications to higher organizations, lifecycle cost estimates (LCCEs), Experience in Federal (or private equivalent) technology programs monitoring and analyzing large quantities of Multifaceted technology procurement financial information and developing data-driven budget planning, programming, execution, and evaluation documentation, including budget justifications to higher organizations, lifecycle cost estimates (LCCEs), capital planning and investment control planning reports, and total-cost-of-ownership (TCO) analyses, and total-cost-of-ownership (TCO) analyses. Basic Experience Requirements Example (IT Specialist GS-12 and Above GS or Equivalent): For positions at the GS-12, GS-13, GS-14, or GS-15 grade levels, applicants may qualify by meeting or exceeding the minimum proficiency level established for each of the required competencies, in addition to meeting the specialized experience requirement as demonstrated through the assessment of skills. You must possess IT-related experience (paid or unpaid experience and/or completion of specific, intensive training (e.g., IT certification), as appropriate) demonstrating each of the nine competencies listed below.
