Supervisory Investigative Analyst

Summary This position is located in the Office of Inspector General (OIG), Data and Analytic Services (DAS). The DAS Director oversees the OIG's data analytics program and manages a multi-disciplinary team responsible for utilizing processes, systems, research, analyses, and/or evaluation to extract insights on fraud from structured and unstructured data and to provide guidance for data-driven decision making in support of going OIG investigations, audits, and inspections. As a Supervisory Investigative Analyst, GS-1805-15, the incumbent will perform the following duties: As the senior manager for the office, directs, trains, and leads a cross-functional team of data scientists, IT auditors, financial analysts, and investigative analysts to meet organizational goals. Provides leadership in the development and management of data strategy, policy, risk management and governance, utilizing methodologies, process, algorithms, and systems to extract insights about fraud. Oversees a comprehensive portfolio of data-related products and services, including reports; advanced statistical analysis; dynamic visualizations; dashboard and tool development, and support for evidence-based decision-making. Communicates technical statistical methods, findings and data insights into actionable, non-technical policy or strategic recommendations. Qualifications Minimum Qualification Requirements: You may meet the minimum qualifications for the GS-15, if you possess the specialize experience. Specialized Experience for the GS-15. One year of experience in federal service that is equivalent to at least a GS- 14 performing the following duties or work assignments: 1. Demonstrated experience leading in-depth data analytical and risk modeling initiatives for purposes of identifying fraud risks and trends. 2. Demonstrated experience in effective customer service, including working with clients and stakeholders to assess and meet needs and provide quality products and services. 3. Demonstrated experience in effective problem solving, including identifying and assessing problems and using sound judgment to generate and evaluate alternatives and to make recommendations. Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). Experience in setting and aligning goals, evaluating employee performance, assigning tasks, identifying training needs, and fostering a culture of collaboration. 2. Ability to architect comprehensive enterprise data strategies, establish governance frameworks, and enforce compliance applicable requirements. 3. Comprehensive knowledge of advanced analytics techniques, methods, tools, and languages necessary for data extraction, manipulation, and analysis such as Standard Query Language (SQL), open source languages such as R or Python, and Data Analysis Expressions (DAX). 4. Mastery-level ability to communicate complex technical and analytical findings to non-technical stakeholders and senior leadership.
