The primary purpose of this position is to: To serve as an Operations and Readiness Specialist and a first level supervisor, responsible for planning, directing, organizing, and exercising control over nonsupervisory employees assigned to unit Readiness, Training, and Mortuary Affairs. Duties Plans, organizes, and directs the activities of Readiness and Plans, unit training and mortuary affairs within the Force Support Squadron (FSS), ensuring that activities comply with legal and regulatory requirements and meets customer needs. Plans, develops, reviews, directs and implements Force Support annexes to Base Operation Plans/Support Agreements. Provide management oversight for operations programs to ensure services and functions are in line with organizational goals and mission requirements. Exercises supervisory personnel management responsibilities. Acts as alternate Mortuary Technician. Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Example of specialized experience includes: (1) Utilizing Readiness, Plans and Mortuary Affairs programs management function, mission, organization, and work processes of programs throughout a military command, complex multi mission local installation, or equivalent, and the relationships of administrative support activities to such missions; (2) exercising Readiness, Plans and Mortuary Affairs programs, operations, objectives, and policies along with management and organizational techniques, systems, and procedures to perform a wide variety of analytical projects related to management improvement, productivity improvement, management controls, and long-range planning; (3) performing a wide range of mortuary principles, procedures, and regulations applicable to the coordination and oversight of a range of mortuary responsibilities (local and contracted) on a military installation and the relationship of these responsibilities to local civil emergency response agencies, along with the county corners office; and (4) working with natural disaster response procedures, training, techniques, and the use of programs, missions, and functions of installation to plan, schedule, and coordinate mortuary related issues and activities. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, if related. Requirement for General Schedule
(GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. Skills and Abilities
(KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of Federal, DOD, and Air Force laws, regulations, principles, policies and practices Readiness, Plans and Mortuary programs. 2. Knowledge of commonly used budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned budget in support of the mission, structure, goals, work processes, and programs of assigned activities. 3. Knowledge of safety, security personnel management and EEO regulations, practices, and procedures. 4. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. 5. program requirements. 6. Ability to independently plan, coordinate and guide the work of memorial and funeral services in compliance with regulations, the wishes of the Next of Kin (NOK), chaplains, Honor Guard, funeral home, commanders, and outside agencies.
