Research Advisor (2) Role Overview: CIVICUS is part of a consortium, the European Union System for an Enabling Environment (EU SEE Lot 1), led by HIVOS, and will be responsible, together with consortium members to implement an Early Warning and Monitoring Mechanism to document changes and shed light on trends in the enabling environment for civil society. The consortium has a network of civil society organisations (Network Members) in over 80 countries in Africa, Latin America and the Caribbean, Asia-Pacific and Middle East who produce the following:

  • Alerts and events on at least a bi-weekly basis.
  • Enabling Environment Snapshot.
  • An annual Country Focus Report, following the organisation of a representative panel. Furthermore, Network Members are to conduct advocacy activities to improve the environment they operate in; to participate in Monitoring and Evaluation activities; training and exchange sessions, capacity building sessions, among other activities. CIVICUS within the consortium leads on the

methodology and research and will lead on the analysis of data produced among Network Members. CIVICUS will publish six research products based on

data before December 2029. The

(Lot 1) Project Coordinator plays a critical role in coordinating CIVICUS’ activities within the consortium and its network of Network Members. The

(Lot 1) Project Coordinator will act as the operational deputy to the Civic Space Research Lead regarding the

(Lot 1) project and will manage the day-to-day coordination of

EU See

(Lot 1). This role includes coordination:

  • relations with

EU See

consortium partners, through the different Working Groups;

  • the subgrants, including contracting, deliverables and project administration (such as payment requests to HIVOS etc);
  • research deliverables.
  • relationship with Network Members.
  • relationship with Lot 2 (Flexible Support Mechanism)

  • Coordinate the subgrants (FSTP), including contracting, deliverables and project administration (such as payment requests to HIVOS etc);
  • Coordinate the relationship with Network Members.
  • Coordinate the relationship with Lot 2 (Flexible Support Mechanism) within CIVICUS.
  • Ensure the annual narrative report reflects the contribution made by CIVICUS. Research

  • Play an active role in the continued development of EU SEE’s methodology, in collaboration with CSRC’s Research Advisor;
  • Ensure

EU See

research products made by Network Members are of high quality and advise, if necessary, for additional trainings or capacity development initiatives. Managing of partners relations

  • Coordinate the relationship with Network Members, including through communication, monitoring and managing grants in line with donor requirements. This includes coordinating the contracting with NMs.
  • Provide research advice and associated support to partners through, among others, the review of the research products by Network Members.
  • Ensure coordination with the CIVICUS Monitor team and SEE partners when relevant. Person Specification Education, Language & Qualifications
  • Master’s degree in social sciences, Politics, International Relations, Development Studies and any related field or equivalent work experience.
  • Fluency in verbal and written communication in English, additional language proficiency in French is required. Essential Knowledge, skills and Experience
  • At least seven years of professional experience undertaking research on human rights and the enabling environment for civil society.
  • Highly proficient in Microsoft Office Suite, especially Excel.
  • Excellent research and analytical skills.
  • Demonstrated prior experience in project management of donor-funded programs and working with consortia or alliance of civil society organisations.
  • Strong strategic thinking and planning and reporting skills.
  • Demonstrated collaboration, coordination and partnership building abilities, both internally within an organisation and externally.
  • Strong interpersonal skills and ability to work as part of a diverse, virtual team.
  • Ability to analyse complex sets of information and identify trends.
  • An understanding of international human rights frameworks related to fundamental freedoms of association, peaceful assembly and expression.
  • Strong interpersonal skills and ability to work as part of a diverse, virtual team.

  • Ability to engage effectively with consortium partners, donors and local civil society partners.
  • Have strong existing ties with the EU institutions and Brussels-based civil society networks. Desirable Knowledge, Skills and Experience
  • Experience with data analysis, including data management
  • Previous experience with EU funded programs highly desirable
  • Experience working as part of a consortium or groups of organisations that support civil society
